चंडीगढ़, 30 जून – मुख्यमंत्री श्री नायब सिंह ने प्रधानमंत्री श्री नरेन्द्र मोदी के आह्वान पर प्रदेश के प्रत्येक नागरिक से अपनी माता के नाम पर एक पेड़ लगाने की अपील की। श्री नायब सिंह ने कहा कि हमें पेड़ लगाने के बाद उसको बड़ा होने तक उसकी संभाल रखनी भी है। पर्यावरण के संतुलन को बनाए रखने का यही एकमात्र तरीका है।

मुख्यमंत्री श्री नायब सिंह आज पिंजौर के बूथ नंबर 70 पर प्रधानमंत्री श्री नरेंद्र मोदी के मन की बात का 111वां कार्यक्रम सुनने के उपरांत जनसभा को संबोधित कर रहे थे।

श्री नायब सिंह ने कहा कि हमें प्रधानमंत्री श्री नरेन्द्र मोदी के रूप में ऐसा नेतृत्व मिला है, जो देश के साथ-साथ विश्व को भी रास्ता दिखाने का काम करता है। मन की बात कार्यक्रम में अलग-अलग क्षेत्र से पूरा देश जुड़ता है। प्रधानमंत्री मन की बात कार्यक्रम में विभिन्न क्षेत्रों में महारथ हासिल करने वाले लोगों से परिचय करवाते हैं। ऐसे परिचयों से समाज व देश के प्रति कार्य करने की प्रेरणा मिलती है।

मुख्यमंत्री ने कहा कि पर्यावरण के असंतुलन के कारण आज वातावरण में तापमान काफी बढ़ रहा है। अब 50 डिग्री से ज्यादा तापमान भी देखने को मिलता है। इसी संतुलन को बनाने के लिए प्रधानमंत्री ने इस अभियान की शुरूआत की, जो 6 जुलाई तक चलेगा। उन्होंने कहा कि जब भी गर्मी अधिक होती है तो हम पहाड़ों की तरफ रूख करते हैं, वहां पर अधिक पेड़-पौधे होने के कारण गर्मी का प्रभाव कम होता है। श्री नायब सिंह ने संकल्प लेते हुए कहा कि हमें अपने जन्मदिन सहित अन्य सामाजिक समारोह में अधिक से अधिक पेड़ लगाने का कार्य करना चाहिए। पेड़ लगाने के साथ-साथ उनकी देखभाल भी सुनिश्चित की जाए।

श्री नायब सिंह ने कहा कि भाजपा की सरकार ने जो काम पिछले 10 सालों में करवाए हैं, इससे पहले की सरकारों ने कुल मिलाकर भी उतने विकास कार्य नहीं करवाए। उन्होंने कहा कि जब रास्तों पर नजरें डालते हैं तो चारों तरफ नेशनल हाइवे, ग्रीन कोरिडोर, एक्सप्रेस-वे नजर आते हैं। रेलवे लाइनों का विद्युतीकरण करने के अलावा देश को वंदे भारत जैसी ट्रेनें दी गई हैं। उन्होंने कार्यकर्ताओं को आह्वान किया कि वो केन्द्र व प्रदेश भाजपा सरकार के कामों का घर-घर तक प्रचार करें।

कार्यक्रम में विधायक श्री मोहनलाल बडोली, प्रदेश उपाध्यक्ष बंतो कटारिया व उपायुक्त डा. यश गर्ग समेत बड़ी संख्या में गणमान्य मौजूद रहे।

*Chandigarh, June 30:-* In a concerted effort to conserve water and address the shortage of this precious resource during the summer, the Municipal Corporation Chandigarh successfully completed a two-and-a-half-month water conservation drive from April 15 to June 30.

During the drive, the MCC team conducted a round-the-clock challaning exercise citywide to identify and address instances of water wastage. As a result, the team issued 2,267 notices, levied 365 challans (fines), and recorded a total of 2,632 violations. Additionally, the MCC disconnected 9 water connections to reinforce the importance of responsible water usage.

Ms. Anindita Mitra, IAS, Municipal Commissioner said that the drive was initiated with the aim of curbing water wastage and ensuring efficient water utilization across the city. By taking strict action against water waste, the MCC was able to make significant progress in promoting water conservation and sustainability.

She further said that the drive focused on prohibiting several non-essential uses of water, including washing vehicles and courtyards, watering lawns during the morning water supply, and using booster pumps on the main water supply line. These measures were implemented to alleviate water shortages and mitigate the depletion of groundwater resources.

The Commissioner further said that the successful completion of this water conservation drive underscores the MCC’s unwavering commitment to responsible water management and environmental sustainability. The Corporation will continue to explore innovative solutions and engage the community to ensure the long-term availability and efficient utilization of this precious resource.

*MC Chandigarh takes tough stand against defaulters*

*Takes possession of 9 defaulting Taxi Stands for failing to pay pending dues*

*Chandigarh, June 26:-* Taking strict action against 9 taxi stands in the city, the Municipal Corporation Chandigarh today took possession of these taxi stands for failing to pay pending dues amounting to Rs. 1.12 crores.

Following the orders of MC Commissioner Ms. Anindita Mitra, IAS, the team of engineering wing today took physical possession of 9 defaulting taxi stands in the city, which have failed to deposit the dues even after repeated reminders and notices pasted on the pre-fabricated structures of each taxi stand giving time till 25.06.2024.

While speaking about the action, the MC Commissioner briefed that after sending pendency notices to total 59 taxi stands, MC Chandigarh has successfully recovered an amount of pending dues amounting to Rs. 4.21 crores out of total outstanding amount of about Rs. 5.34 crores. She said that the MCC today took physical possession of the 9 defaulting taxi stands which failed to deposit their dues amounting to Rs. 1.12 crores after giving last chance till 25th June, 2024.

She said that the General House, in its meeting held on 17th October 2023, had decided to waive off the interest from 24 to 10 percent per annum and fixed six installments for making payments of outstanding dues from the occupier of the taxi stands i.e. October 2023 to March 2024. The General House also granted three months additional relaxation in ground rent making it six months relaxation on account of COVID. Additionally the taxi stands who would have cleared their outstanding dues would be allowed continuation on ‘as is where is’ basis, she added.

*Chandigarh, June 24:-* In a strategic move to address pressing water scarcity, the Chandigarh Administration has embarked on a comprehensive water conservation initiative under the “Jal Shakti Abhiyan: Catch The Rain – 2024” campaign.

The campaign, launched by the Ministry of Jal Shakti, Government of India, is centered around the theme “Nari Shakti se Jal Shakti,” emphasizing the pivotal role of women in water conservation.

Sh. Rajeev Verma, IAS, Adviser to the Administrator, Chandigarh today reviewed the progress plan with Ms. Anindita Mitra, IAS, Municipal Commissioner, and other senior officials of the UT Administration and the MC Chandigarh. 

The Adviser to Administrator expressed satisfaction with Chandigarh’s water conservation efforts, stating, “Chandigarh’s water conservation efforts under the Jal Shakti Abhiyan exemplify the city’s commitment to sustainable resource management. By harnessing the power of women’s participation, we are not only addressing water scarcity but also empowering local communities to be active stewards of their natural resources.”

Ms. Anindita Mitra, IAS, Municipal Commissioner, highlighted the multifaceted approach adopted by variousdepartments. Key interventions include Rain Water Harvesting Structures in private houses built on plots of one kanal or more, which have rainwater, in 116 schools and 38 Anganwadis and other Govt buildings. The Adviser directed the departments to prepare an action plan for the saturation of schools, Anganwadis, and government buildings with rainwater harvesting structures.

Utilization of Tertiary Treated Water: The MCC is proposing amendments to the Building Bylaws making the use of tertiary treated water compulsory to optimization of the extensive city wide TT water nextwork being laid under AMRUT 2.0.This initiative aims to strengthen the tertiary treated water supply network, covering all villages, roundabouts, road berms, greenbelts, parks, and institutions, potentially saving 20-25 MGD of fresh water, in addition to the 10 MGD being saved currently. 

Rejuvenation of Water Bodies: 7 abandoned ponds have been rejuvenated into Amrit Sarovars, with the Dhanas Pond to be rejuvenated under AMRUT 2.0. The way forward includes adding Amrit Sarovars and lakes to the revenue records.

Afforestation: The various departments plan to plant more than 2 lac saplings in the financial year 2024-25 as part of its afforestation efforts.

Embracing the “Nari Shakti se Jal Shakti” approach, the MCC has integrated women’s participation in its water conservation initiatives. Women Self-Help Groups are actively involved in the maintenance and cleaning of Amrit Sarovars, awareness campaigns, and water quality testing initiatives. The upcoming 24/7 pan-city water supply project will also have a dedicated gender-budgeting component.

Chandigarh’s innovative water conservation initiatives under the “Jal Shakti Abhiyan: Catch The Rain – 2024” campaign serve as a model for other regions to emulate, showcasing the power of collaborative efforts and the transformative potential of “Nari Shakti se Jal Shakti.”

*Chandigarh, June 21:-* To ensure the safety of patients and staff at PGI,  Director PGI, Dr Vivek Lal and Commissioner, Municipal Corporation, Ms. Anindita Mitra, IAS jointly reviewed the key issues and compliances with fire safety regulations at the institution with the authorities of PGIMER alongwith officers, Engineers and Doctors of PGI and senior officers of MC, Chandigarh.

Following the directions given by Sh. Banwarilal Purohit, the Hon”ble Governor of Punjab and Administrator, UT, Chandigarh during the high level meeting held on April 22 this year, the actions taken for achieving compliance of fire safety rules, were reviewed in detail.

During the meeting, the Director PGIMER apprised the MCC about the fire safety measures taken including completion of Fire audit of all buildings of institute  by CBRI, Roorkee,  and works for one building for fire compliance which has been approved and contracts being concluded shortly. He apprised that consultants for designing and planning of fire compliance works in remaining 15 buildings being hired through a committee through tender process.

The Director apprised that the works  for prevention of breakout of fire in buildings have been undertaken like shifting of UPS’ from buildings to outside areas, and installation of fire alarms has been completed in Nehru hospital and remaining work will be completed by 20th September this year and all the buildings by 30th November this year.

He said that work for installation of gas suppression system with electric panels is being undertaken for entire hospital and exit signages and AHU tripping system completed for entire institute alongwith replacement of old electric wires and switch gears as well as conduct regular electric audit carried out by a team of engineers departmentally.

The Director apprised that 13 water mist fire trolleys have been installed at hospital buildings alongwith fixing 1700 additional fire extinguishers besides conducting regular mock drills at the institution.

On the issue of solid and biomedical waste management, the Director apprised that the work of Sewerage Treatment Plant  has been entrusted to CPWD as a deposit work which will be completed by December this year. He said agreement with common biomedical waste treatment facility (CBWTF) is valid till 09.05.2026.

With regard to segregation of waste, the Director apprised that repeated reminders are being sent to generators so that no municipal solid waste goes to CBWTF in biomedical waste besides deputing one senior nursing officer especially for educating the generators/concerned staff regarding segregation of biomedical waste and municipal solid waste. He said letters have been sent to all the stakeholders for segregation of municipal solid waste and have requested estate branch to ensure segregation of municipal solid waste by all licensees in the institute. 

The Commissioner appreciated the progress made by the authorities and requested that strict compliance with safety regulations be made and compliance with the NBC norms be made and provide the necessary infrastructure on war footing level to the safeguard of patients and staff of PGI. She also asked the authorities to ensure the compliance with Solid Waste Management rules as Bulk waste generator and scientific disposal of healthcare waste.

She further asked the authorities to revamp the infrastructure to segregate the biomedical waste from the wet waste and set up a plant inside the premises at the earliest. She also asked the authorities to set up Effluent Treatment Plant (ETP) at the earliest as per the norms and obtain consent under Water Act and Air Act being a hospital with more than 100 beds and generator of waste water of more than 100 KLD, which comes under Red category industry.

The Commissioner also added that Municipal Corporation is willing to process the dry and wet waste generated by PGI,if delivered at the Processing Plants. She also emphasized the importance of SoPs for fire safety and offered support of training by Fire Officials of MC.

Director PGI assured full support and commitment towards ensuring compliance with all necessary norms.

*Chandigarh, June 18:-* In a bid to ensure the safety and well-being of residents during the upcoming monsoon season, the Municipal Corporation Chandigarh has geared up to implement comprehensive flood preparedness plan.

Municipal Commissioner Ms. Anindita Mitra, IAS, reviewed detailed flood preparedness plan here today with MCC’s senior officials and engineers of Public Health wing, B & R wing, Department of Health (MOH), Horticulture wing, Fire & Rescue Services and the Electrical Department to coordinate proactive measures aimed at mitigating potential risks and ensuring public safety.

She emphasized that these departmental collaborative efforts underscore MCC’s commitment to prioritizing public safety during the monsoon season. The meeting discussed detailed plans on pre-monsoon cleaning and maintenance, the formation of Special Response Teams, 24/7 control rooms, and dedicated flood control phone numbers for further implementation.

The Commissioner further elaborated that to ensure proper drainage during the monsoon, MCC is undertaking the task of cleaning approximately 30,000 road gullies and storm water drains citywide, with a target completion date of June 20, 2024.

Additionally, eighteen dedicated Special Response Teams (SRTs) have been constituted, comprising personnel from various departments. These teams will be operational 24/7 during the monsoon season to address emergencies.

She also mentioned that seven strategically located fire stations have been designated as dedicated control rooms, operating 24/7 throughout the monsoon season. These control rooms will serve as central points of contact for citizens to report emergencies related to water supply disruptions, water logging, fallen trees, power outages, building issues, and road problems.

The Commissioner added that residents will be provided with dedicated emergency contact numbers for each control room. These numbers will be widely disseminated through public announcements and social media.

*MCC to construct drain at Dadumajra Sanitary Landfill for leachate disposal*

*Chandigarh, June 18:-*  To address the critical issue of leachate accumulation around the Dadumajra sanitary landfill during the monsoon season, the Municipal Corporation Chandigarh (MCC) has initiated the construction of a dedicated drain for proper leachate disposal.

Today, City Mayor Sh. Kuldeep Kumar formally inaugurated the construction of the drain along the boundary wall towards the Dadumajra colony at the dumping ground in the presence of Ms. Anindita Mitra, IAS, Commissioner, MCC, other councilors, senior MCC officials and local residents.

Sharing details about the project, the Mayor said that the 1,235-meter-long drain, with a cross-sectional width of 1.2 meters, will be constructed within the next 6 months at a cost of ₹301 lakhs. The collected leachate will be disposed of at the end point of the dumping ground, preventing it from flowing onto the road and causing inconvenience to the residents of Dadumajra colony and village.

The drain will help prevent the outflow of leachate and ensure its proper disposal at the designated endpoint, explained the Mayor.

Speaking on the occasion, MCC Commissioner Ms. Anindita Mitra, IAS, emphasized the importance of this project in addressing the long-standing issue of leachate management at the Dadumajra sanitary landfill.

She further said that to address the issue of leachate and ensure the well-being of the community, MC Chandigarh has already constructed a 400-meter wall around the dumping ground, accompanied by a continuous drain to prevent leachate generated from the dumpsite from flowing onto the streets and into nearby residential areas. Additionally, a sanitary landfill site and a 15-foot wall have been constructed around the dumping ground in the past two years.

 The compost plant, spread over an area of 7,200 square meters and equipped with a 300 TPD windrow, is designed to handle the increasing waste generation in the city. With a commitment to providing effective waste management services and maintaining a clean and garbage-free city, MC Chandigarh has invested in this much-awaited project. The plant will cater to the processing needs of wet waste until the Integrated Solid Waste Management Plant, designed for wet waste through Bio-methanation, becomes operational, she added.
