Panjab University’s faculty, Dr Vishal Sharma from Institute of Forensic Science & Criminology, has been conferred with India Top Cited Author Award 2019 by IOP Publishing, United Kingdom (UK). IOP Publishing is a subsidiary of Institute of Physics (IOP) based at London (UK). This is society-owned scientific publisher, providing impact, recognition and value for the scientific community. Their aim is to cover the latest and best research in the physical sciences and beyond. The selection process for India Top Cited Author Award 2019 was based on the top 1% of the most-cited papers from India in the field of Physics; Materials, Biosciences, Astronomy and Astrophysics, Environmental Science, and Mathematical Sciences, published across the whole IOP Publishing portfolio in the past three years (2016 to 2018), using citations recorded in Web of Science. The award is given to him at Panjab University by IOP Publishing representative Ms. Arti Manoja from New Delhi.
Dr. Vishal Sharma says that this is a great achievement for me as I am the only awardees from Panjab University and I dedicate this award to my father who left us last year. He congratulated his students for their contribution in this achievement. He further told that top cited authors from India are being recognised for the significance of their work with an IOP Publishing award. The award is for corresponding authors from India, for work published across the whole IOP Publishing journal portfolio in the past three years (2016-2018).
Prabu Desikan, Regional Director for South Asia at IOP Publishing, said: “India’s influence, contribution and status in the field of international research is growing continuously. We at IOP Publishing believe it is important to recognise the contribution of the outstanding scientists from this country, and we are proud to present these awards to them.”
Dr. Vishal Sharma is having 15 years of teaching experience and his is currently working on the various applications like development of new materials for fingerprint sensing, Analytical Chemistry, Chemometrics in Forensic Science, Ageing of writing inks and bloodstains, Spectroscopic applications in writing paper, Analyses of Questioned Documents, Ion beam interaction for Forensic Applications. Dr. Vishal Sharma is the author of around 65 peer-reviewed scientific papers from International Journals and six book chapters. Recently he is invited as Editorial Board member of two Elsevier Journals namely Forensic Science International: Reports and Forensic Science International: Synergy. He has also edited a book on Radiation Effects in Polymeric Materials from Springer Nature Publisher.

Chandigarh, August 13: – The Municipal Corporation Chandigarh is going to organize one day ‘Teej’ programme on 18thAugust, 2019 at Cactus Garden, Ram Darbar, Chandigarh.
This was decided in a meeting of Arts, Culture & Sports Committee, MCC held here today under the chairpersonship of Smt. Sunita Dhawan and attended by other members of the committee namely Sh. Ravi Kant Sharma, Sh. Shakti Parkash Devshali, Ms. Shipra Bansal, Mrs. Chanderawati Shukla and concerned officers of MCC. Sh. Arun Sood, former Mayor has also attended the meeting as special invitee.
The committee discussed and decided that during the Teej mela various Punjabi folk singers including local artists with other singers will perform and village profile/Heritage style collections of Punjab and Haryana will be the main attractions of the Festival. Mehandi Stalls, Phulkari and Painting exhibitions and folk dances and songs will be held during the Festival. Antakshari programme will also be organized during the Teej function in which students will also participate.
This time citizens will have look of traditional festival including Dholi, Madari, Biscope, potter wheel and inflatable characters including mickey mouse, chota bheem, motu-patlu and many more attractions. Magic shows and puppet shows will be showcased throughout the day.
Various programmes will be organized during the Teej including mehandi stalls, layout of teean, Rangan di varkha, solo and group folk song, teean de geet, kikli, giddha, rajasthani dance, Haryanvi dance, performances by MCC artists, Dholak, Ghara, charkha geet, choreographic group folk dance.

केंद्रीय सामाजिक न्याय एवं अधिकारिता राज्यमंत्री कृष्णपाल गुर्जर ने कहा कि 80 प्रतिशत से अधिक दिव्यांगता वाले सभी दिव्यांगजनों को केंद्र सरकार की ओर से बैटरी चालित तिपहिया मोटरसाइकिल वितरित की जाएंगी। उन्होंने उपायुक्त को कहा कि वे सिरसा जिला के ऐसे दिव्यांगजनों को चिन्हित कर उनकी सूची तैयार करवाएं, ताकि उन्हें जल्द से जल्द बैटरी चालित तिपहिया मोटरसाईकिल दी जा सके।
जिला के 1389 दिव्यांगों को वितरित किए 1.43 करोड़ रुपये के निशुल्क कृत्रिम अंग व सहायक उपकरण
केंद्रीय राज्यमंत्री आज सीडीएलयू के मल्टीपर्पज हाल में सामाजिक न्याय एवं अधिकारिता मंत्रालय की ओर से आयोजित कार्यक्रम में बतौर मुख्यातिथि दिव्यांगजनों को संबोधित कर रहे थे। कार्यक्रम की अध्यक्षता हरियाणा के सिरसा लोकसभा सांसद श्रीमती सुनीता दुग्गल ने की। इस अवसर पर हरियाणा पर्यटन निगम के चेयरमैन जगदीश चौपड़ा भी बतौर अतिथि उपस्थित रहे। राज्यमंत्री कृष्णपाल गुर्जर, सांसद सुनीता दुग्गल व चेयरमैन जगदीश चौपड़ा ने जिला के 1389 दिव्यांगों को एक करोड़ 43 लाख रूपये के सहायक उपकरण वितरित किए। इनमें ट्राईसाईकिल, फोल्डिंग व्हील चेयर, सीपी चेयर, बैसाखी, वाकिंग स्टीक, ब्रेल केन, ब्रेल किट, स्मार्ट केन, स्मार्ट फोन, डेजी प्लेयर, रोलेटर, बीटीई आदि उपकरण शामिल है।
एडिप योजना के तहत सीडीएलयू में नि:शुल्क सहायक उपकरण वितरण समारोह का आयोजन
केंद्रीय मंत्री ने दिव्यांगजनों को संबोधित करते हुए कहा कि दिव्यांग भी समाज का अभिन्न्न अंग है, इसलिए उन्हें भी अपने जीवन को पूरे आत्म सम्मान के साथ जीने का अधिकार है। दिव्यांगजनों के प्रति मोदी सरकार संवेदनशील है और यह संवेदनशीलता दिव्यांगों के लिए चलाई जा रही अनेक योजनाओं में साफ दिखाई भी देती है। पिछले 5 साल में देश के 13 लाख दिव्यांगजनों को 815 करोड़ रुपये के निशुल्क अंग व उपकरण प्रदान किए गए हैं। पूर्ववर्ती सरकारों में एडिप योजना के तहत मिलने वाला बजट का इस्तेमाल ही नहीं किया जाता था जिसके बाद प्रतिवर्ष बजट में कटौती कर दी जाती थी लेकिन इस सरकार में 6 महीने में ही बजट का उपयोग करके और बजट की मांग की जाती है ताकि अधिक से अधिक पात्रों तक लाभ पहुंचाया जा सके।
उन्होंने कहा कि सांसद श्रीमती सुनीता दुग्गल की दिव्यांगजनों के प्रति संवेदनशीलता व विशेष प्रयासों से आज यह शिविर यहां लगाया जा सका है। सांसद ने यहां पर कार्यक्रम आयोजन के लिए हमारे मंत्रालय के अधिकारियों से संपर्क किया और समय-समय पर इस बारे पत्राचार भी किया। सिरसा के इतिहास में पहला अवसर है, जब इस तरह का आयोजन हुआ है। उन्होंने कहा कि पहले जहां सात तरह की दिव्यांगता पर ही योजनाओं का लाभ दिया जाता था। लेकिन मोदी सरकार ने दिव्यांगों के प्रति अपनी संवेदनशीलता दिखाते हुए विशेष विधेयक बनाया जिसके तहत 14 अतिरिक्त दिव्यांगता को भी शामिल किया गया है। सरकारी नौकरियों में दिव्यांगजनों का आरक्षण 3 प्रतिशत से बढ़ाकर 4 प्रतिशत व शिक्षण संस्थानों में दाखिलों में 3 से बढ़ाकर 5 प्रतिशत किया गया है। पूर्ववर्ती सरकारों के समय के 15 हजार दिव्यांगजनों के पद रिक्त पड़े थे। वर्तमान सरकार ने 5 सालों के दौरान सभी 15 हजार पदों पर दिव्यांगजनों की भर्ती कर दी है और अभी कोई पद खाली नहीं है, यह इस सरकार की सोच को दर्शाता है।
उन्होंने कहा कि पहले एक स्थान का बना हुआ दिव्यांग प्रमाण पत्र दूसरे जिले या राज्य में मान्य नहीं होता था लेकिन अब मोदी सरकार ने एक जैसा सार्वभौमिक पहचान पत्र बनाना शुरू किया है जिसके माध्यम से दिव्यांगजनों को देश के सभी हिस्सों में योजनाओं का लाभ मिलेगा।
सिरसा जिला में भी अब तक 3000 व्यक्तियों के कार्ड अब तक बन चुके हैं। उन्होंने कहा कि जन्म से मूक-बधिर बच्चों के जीवन को आसान बनाने के लिए नई पहल की है। ऐसे 5 साल तक के बच्चों को भारत सरकार की ओर से 6 लाख रुपये कीमत का कोकलर इंप्लांट करवाया जाएगा।
सांसद सुनीत दुग्गल ने कहा कि सांसद बनने के बाद यह पहला अवसर है जब मुझे आप लोगों को कुछ देने का सौभाग्य प्राप्त हुआ है। आप लोगों के वोट की ताकत से ही यह अवसर मिल पाया है। उन्होंने कहा कि दिव्यांगजनों की भलाई के लिए आयोजित यह कार्यक्रम उनके लिए सर्वाधिक सुख व संतोष देने वाला कार्यक्रम है। उन्होंने इस आयोजन के लिए केंद्रीय राज्यमंत्री कृष्णपाल गुर्जर का आभार जताया। वर्तमान सरकार ने विकलांगों को दिव्यांग का दर्जा देकर उनमें दिव्यता का भाव पैदा किया है। उन्होंने कहा कि प्रधानमंत्री मोदी दिव्यांगों के प्रति बहुत ही संवेदनशील है और हर समय दिव्यांगों की भलाई के लिए कुछ न कुछ करने की सोचते रहते हैं। देश में प्रधानमंत्री नरेंद्र मोदी व प्रदेश में मुख्यमंत्री मनोहर लाल के नेतृत्व में अंत्योदय नीति के तहत अंतिम छोर पर खड़े व्यक्ति को आगे बढाने के उद्ेश्य से अनेकों योजनाएं लागू की गई हैं। उन्होंने कहा कि वे जिलावासियों की समस्याओं के लिए सिरसा व दिल्ली के बीच एक पुल की भांति काम करते हुए समस्याओं का समाधान करवाने का काम करेंगी।
हरियाणा पर्यटन निगम के चेयरमैन जगदीश चौपड़ा ने कहा कि दिव्यांग व्यक्ति को समाज में पूरे मान व स मान के साथ जिने का उतना ही अधिकार जितना एक सामान्य व्यक्ति को होता है। प्रधानमंत्री नरेंद्र मोदी ने दिव्यांग शब्द देकर वो मान व सम्मान देने का काम किया है। उन्होंने कहा कि हर दिव्यांग व्यक्ति को भगवान ने सामान्य व्यक्ति की अपेक्षा अलग प्रतिभा व शक्ति दी हुई है, जिनका उपयोग कर वो किसी भी क्षेत्र में मुकाम हासिल कर सकता है। यह अवसर मोदी सरकार ने विभिन्न योजनाओं के माध्यम से दिव्यांगों को दिया है। उन्होंने केंद्रीय राज्य मंत्री कृष्ण पाल गुर्जर का आभार व्यक्त करते हुए कहा कि पांच सालों में यह तीसरा अवसर है, जब उन्होंने स्वयं उपस्थित होकर सिरसावासियों को संभालने का काम किया है।
उपायुक्त अशोक कुमार गर्ग ने अतिथिगण का स्वागत करते हुए बताया कि इस कार्यक्रम के माध्यम से जरूरतमंदों तक सहायक उपकरण पहुंचाने में केंद्रीय राज्यमंत्री कृष्णपाल गुर्जर व सांसद श्रीमती सुनीता दुग्गल के प्रयासों की जितनी सराहना की जाए कम है। उन्होंने कहा कि जिला प्रशासन भी दिव्यांगजनों के प्रति संवेदनशील है और इनकी भलाई के लिए हर संभव प्रयासरत रहता है। उन्होंने मंत्री द्वारा मोटराईज साईकिल के लिए की गई घोषणा की कड़ी में बोलते हुए सभी दिव्यांगों को कहा कि वे इस योजना के लाभ के लिए अपना रजिस्ट्रेशन करवा सकते हैं और अपने आस पड़ोस में ऐसे दिव्यांग जोकि 80 प्रतिशत से अधिक दिव्यांग हैं, योजना बारे अवगत करवाएं। मंच का संचालन मक्खन सिंह ने किया।

Chandigarh, August 13:- A meeting to review the status of projects under Smart City Mission Chandigarh was held under the Chairmanship of Smt. Kirron Kher, Member of Parliament, in the presence of senior officers of Chandigarh Administration. Sh. K.K. Yadav, IAS, Commissioner, Municipal Corporation, Chandigarh who is also CEO, Chandigarh Smart City Ltd briefed the Chairperson that tenders for projects work Rs. 666.32 Crore has been issued by Chandigarh Smart City Ltd. which includes major projects like Rehabilitation and upgradtion of 5 STP’s and construction of 1 STP at Kishangarh with total cost of Rs. 550.00 Crore, Public Bike Sharing, Legacy Waste Bio Mining at Daddumajra and E-governance services among other projects in the city and the tenders for major of these projects will be finalized by the end of August, 2019.
During the meeting the MP emphasized on expediting the work in the city to give timely benefits to Chandigarh citizens and recommended to reduce the time period in procedural activities take place in taking approvals from different committees. The matter with regard to sub-way was also raised in the meeting. MP also directed to expedite the issue of refurbishment of Sector-17 plaza which is pending since long. At the end she directed to have more frequent meetings to review the progress of smart city works.
The meeting was attended by Sh. Rajesh Kumar, Mayor, Sh. Mukesh Anand, Chief Engineer-cum- Special Secretary, U.T., Chandigarh, Sh. Sachin Rana, Addl Deputy Commissioner, Sh. Chandigarh, August 13:- The weekly ward level meeting of Municipal Corporation Chandigarh was held under the Chairmanship of Sh. Rajesh Kumar, Mayor of Chandigarh which was attended by councilors namely Sh. Rajesh Kumar, Sh. Arun Sood, Sh. Hardeep Singh, Smt. Chanderwati Shukla of Ward No. 7,8,10 and 12 respectively.
During the meeting, Sh. Manoj Kumar Bansal, Chief Enginner, Superintending Engineers, Executive Engineers and other concerned officers were present. During the meeting different following issues of ward wise discussed in detail:

– Patches on road should be filled and repaired.
– Extension of Boundary wall of cremation ground be done.
– Railings be provided in the market of Maloya colony.
– Infrastructure in Community Center be checked and provided accordingly.
– Roads recarpeted.
– Toilets and Huts in parks be provided.
– Open air gym should be made in the parks.
– Water be provided for the parks of Maloya colony.
– Water pipe line in Maloya colony be Provided.
– Gawala colony tubewell be made functional.
– Street lights be checked and repaired.
Ward-8
– Tracks in Park near mini markert in sector-37A be made of concrete.
– Railings and gates in parks be checked and repaired.
– Trikona park and green belt tracks be made of concrete.
– Huts in the Trikona park and green belt be provided.
– Gyeser in Community center sec 37 and 38 be provided.
– A.C be provided Mahila Bhawan library and Dispensary sec- in 38.
– Jhoomar in Community center of sec 37 and 38 be checked and repaired.
– A.C in Community center sec 38 be checked and repaired.
– Street lights be checked and provided in the ward.
जिला में 7वीं आर्थिक जनगणना के लिए स्थानीय लघु सचिवालय के बैठक कक्ष में अटल सेवा केन्द्रों के उद्यमियों व प्रगणकों को प्रशिक्षण दिया गया। 7वीं आर्थिक जनगणना अगस्त माह के अंतिम सप्ताह में शुरु की जाएगी।
यह जानकारी देते हुए जिला प्रबंधक सविता अरोड़ा ने बताया कि 7वीं आर्थिक जनगणना के लिए जिला में लगभग 2500 सुपरवाईजर व प्रगणक लगाए गए हैं। उन्होंने बताया कि इस बार की आर्थिक जनगणना का कार्य जिलाभर में स्थापित सामान्य सेवा केन्द्रों के माध्यम से किया जाएगा। अटल सेवा केन्द्रों के उद्यमी प्रथम चरण में सुपरवाईजर का काम करेंगे। उन्होंने बताया कि आर्थिक जनगणना के लिए लगाए गए प्रगणक अटल सेवा केन्द्रों के उद्यमियों की देखरेख में सर्वे करेंगे। उन्होंने बताया कि इसके लिए पहले भी जिला व ब्लॉक स्तर पर प्रशिक्षण दिया जा चुका है। यह प्रशिक्षण दूसरी बार दिया जा रहा है। गत 9 व 10 अगस्त को जिला के 450 वीएलई व प्रगणक को यह प्रशिक्षण दिया गया है। इस मौके पर जिला प्रबंधक गुरजीत कौर व एनएसएसओ विभाग से धर्मवीर मौजूद थे।

Prof. Raj Kumar, Vice Chancellor, Panjab University today released the new issue of ‘Parishodh’ the research journal brought out by Dept of Hindi, PU. Prof. Kumar congratulated the Department for bringing out the new issue. The last issue of the journal came out on 14th September 2018. Dr. Gurmeet Singh, Chairperson, Dept of Hindi, informed that the journal ‘Parishodh’ was started by noted Hindi writer Dr Hazari Prasad Dwivedi in the year 1964 .
He also informed that the current issue has been dedicated to famous writer Krishna Sobti who passed away in January this year. Parishodh has succeeded to continuously feature in the UGC list of journals and is currently also the part of new list of journals released by UGC. The website for the journal was prepared last year is also regularly updated.
