सोनीपत लोकसभा क्षेत्र से कांग्रेस उम्मीदवार भूपेंद्र सिंह हुड्डा ने यह भी कहा कि राज्य में कांग्रेस का मुकाबला भाजपा से है। उन्होंने कहा कि पिछले कुछ दिनों में हरियाणा के कई हिस्सों में मैंने दौरे किए।
साफ संकेत है कि हरियाणा में कांग्रेस को जनता का भारी समर्थन मिलने वाला है।
इनेलो और दुष्यंत चौटाला की नवगठित पार्टी जजपा की चुनौती के बारे में पूछे जाने पर हुड्डा ने कहा कि कांग्रेस का मुख्य मुकाबला भाजपा से है।
जजपा और इनेलो मुकाबले में कहीं नहीं हैं। मैंने पहले ही कहा था कि इनेलो मुख्य विपक्षी दल नहीं, बल्कि भाजपा का मुख्य सहयोगी दल है।
अब यह बात सही साबित हुई है। उन्होंने आगे दावा किया कि अब भतीजा (दुष्यंत चौटाला) कह रहा है कि चाचा (अभय चौटाला) भाजपा से मिला है दूसरी तरफ चाचा कह रहा है कि भतीजा भाजपा से मिला है।
सच्चाई यह है कि दोनों भाजपा से मिले हुए हैं। पूर्व मुख्यमंत्री ने यह आरोप भी लगाया कि भाजपा ने जो वादे किए थे उसमें कोई वादा पूरा नहीं हुआ और जनता उसे सबक सिखाएगी।

Panjab University Institute of Social Science Education and Research, (ISSER) organised the first convocation on April 24, 2019 to award B. A. Hons. degrees to the first batch of its students.
Professor Raj Kumar, Vice Chancellor in his inspiring convocation address urged the graduating batch of 2018 to become good will ambassadors and carry forward its legacy. He deeply acknowledged the interdisciplinary nature of courses being taught at PU ISSER. While applauding the potential of ISSER to change the societal mindset, Professor Raj Kumar said that science can offer us relevant tools for change which can be effectively utilised by social sciences. Such a change he said would help reach out to the deprived sections of society in a globalizing world.
Professor Swarnjit Kaur, Chairperson, PU ISSER welcomed the dignitaries, graduating batch of 2018 and their parents. She highlighted the innovative nature of the Five Years programme and shared with the audience the speculator accomplishments of graduating batch some of whom had come from Mumbai and Bangalore to attend the function. The batch of 36 students had 100% success rate with five distinctions securing more than 80% marks.
The Convocation was followed by the first Alumni Meet of the Institute during which many of the fresh graduates became members of PU Alumni Association. They also had an informal experience sharing session with fruitful suggestions.
Registrar Panjab University Professor Professor Karamjeet Singh, Controller of Examination, Professor Parvinder Singh and Dean Faculty of Arts Professor Ronki Ram were the guests of honour. Emeritus Professors of social Sciences Professor Pam Rajput and Professor Bhupinder Brar also graced the occasion, apart from Deans Student Welfare Professor Emanual Nahar and Professor Neena Capalash, Dean Alumni Relations Professor Deepti Gupta and Hony. Director & Deputy Director Human Resource Development Centre, Founder Coordinator Professor Reeta Grewal along with Chairpersons and faculty members of different Social Science departments.

Dr. Neha Miglani Post-Doctoral Fellow, at University Institute of Fashion Technology & Vocational Development (UIFT&VD) Panjab University Chandigarh has been selected for a prestigious grant of US$1500 which is awarded to South Asian Scholars attending the International Association of Media and Communication Researchers (IAMCR) 2019 conference at the Universidad Complutence de Madrid, Spain this year. She is among the 9 women selected worldwide to receive the grant from IAMCR which is a noted body of media researchers worldwide and is an authority in media research.
21 travel grants at IAMCR 2019 have been offered to early-stage scholars to present their research work. The grants have been offered to 9 women and 12 men from 17 different countries including Argentina, Bangladesh, Cameroon, Cuba, India, Jamaica, Pakistan, South Africa, and Turkey. A record number of total of 3500 papers were sent to IAMCR 2019 this year out of which these research grants were offered on the basis of quality of research work.
Dr. Miglani is currently working on various facets of fashion and lifestyle journalism, the professionals and personal challenges and conflict of these journalists.

उपायुक्त एवं जिला निर्वाचन अधिकारी डाॅ0 बलकार सिंह ने बताया कि चुनाव खर्च पर नजर रखने और खर्च की समीक्षा के लिये विशेष पर्यवेक्षक तैनात किये गये है। उन्होंने बताया कि अम्बाला संसदीय क्षेत्र के लिये डाॅ0 मनदीप सिंह को चुनाव खर्च पर्यवेक्षक की जिम्मेवारी सौंपी गई है, जिनका संपर्क नंबर 7496958804 है। उन्होंने बताया कि चुनाव प्रचार में जनसभा या रैली करने, वाहनों के प्रयोग, जनसभा व रैली के लिये प्रयोग होने वाले टेंट व कुर्सी, स्टेज, जलपान सहित सभी प्रकार के सामान की समीक्षा करने के लिये टीमें गठित की गई है, जो इसका अवलोकन करके प्रत्याशी के शैडो खर्च रजिस्टर में इसका इंद्रार्ज कर रही है।
डाॅ0 बलकार सिंह ने कहा कि चुनाव प्रचार के लिये प्रयोग की जाने वाली प्रचार सामग्री की एक प्रति जिला निर्वाचन अधिकारी कार्यालय मे ंदेना जरूरी है। ऐसी प्रत्येक प्रचार सामग्री पर प्रकाशक का नाम और पता लिखा होना भी अनिवार्य किया गया है। उन्होंने कहा कि चुनाव प्रचार सामग्री के अलावा विभिन्न प्रचार माध्यमों में दिये जाने वाले विज्ञापन, पेड न्यूज तथा सोशल मीडिया पर किये जाने वाले प्रचार पर नजर रखने के लिये भी मीडिया सर्टीफिकेशन एंड मोनेटरिंग कमेटी कार्य कर रही है। उन्होंने कहा कि किसी भी समाचार पत्रा या प्रिंट मीडिया में विज्ञापन देने से पहले इस कमेटी से उसका सत्यापन जरूरी है। इसी प्रकार इलैक्ट्रोनिक मीडिया, सिनेमा हाल व वीडियो वैन इत्यादि पर दिखाये जाने वाले चुनावी विज्ञापन का सत्यापन भी अनिवार्य किया गया है।

जिला निर्वाचन अधिकारी एवं उपायुक्त प्रभजोत सिंह ने बताया कि 03-सिरसा (अ.जा.) लोकसभा क्षेत्र के लिए 21 उम्मीदवारों के नामांकन पत्रों को स्वीकृति दी गई है। छंटनी प्रक्रिया के दौरान एक उम्मीदवार के नामांकन में त्रुटि होने के चलते रद्ïद कर दिया गया है। लोकसभा क्षेत्र से 22 उम्मीदवारों ने 27 नामांकन पत्र जमा करवाए थे।
उन्होंने बताया कि लोकसभा आम चुनाव के लिए 16 से 23 अप्रैल तक नामांकन प्रक्रिया चली थी। इस दौरान विभिन्न राजनीतिक दलों व आजाद उम्मीदवारों के तौर पर 22 प्रत्याशियों ने 27 नामांकन फार्म जमा करवाए थे। उन्होंने बताया कि नामांकन पत्रों की छंटनी प्रक्रिया के दौरान एक प्रत्याशी के नामांकन पत्र में कमियां होने के कारण रद्ïद कर बाकी के नामांकनों को स्वीकृत कर लिया गया है। श्रीमती चरणजीत कौर के नामांकन फार्म में कमियां पाए जाने पर उसे अस्वीकार कर दिया गया। इस प्रकार से लोकसभा क्षेत्र सिरसा से चुनाव के लिए अब 21 उम्मीदवार मैदान में हैं।
जिला निर्वाचन अधिकारी ने बताया कि 26 अप्रैल को नाम वापस लिए जा सकेेंगे। इस दिन कोई भी प्रत्याशी अपना नामांकन पत्र वापिस ले सकता है। उन्होंने नामांकन वापसी के दिन ही प्रत्याशियों को चुनाव चिन्ह भी अलॉट कर दिए जाएंगे। मतदान 12 मई को होगा और मतों की गिनती 23 मई को की जाएगी।

जिला का हर पात्र व्यक्ति अपने मताधिकार का प्रयोग कर लोकसभा आम चुनाव के इस महापर्व में अपनी आहूति डालकर मतदान के प्रति अपनी जागरूकता को सार्थक करने का काम करें। आने वाली 12 मई को जिला का कोई भी पात्र व्यक्ति वोट डाले बिना ना रहे।
यह बात लेखाकार मक्खन सिंह ने स्वीप कार्यक्रम के तहत स्थानीय बाल भवन में गत दिनों में आयोजित मेले के दौरान मतदान जागरूकता कार्यक्रम में उपस्थित लोगों, युवाओं को व नए मतदाताओं से कही। इस अवसर पर स्वीप के मास्टर ट्रेनर नरेश ग्रोवर भी उपस्थित थे, जिन्होंने युवाओं को मतदान प्रक्रिया व वोट के संबंध में विस्तार से जानकारी दी।
श्री मक्खन सिंह ने कहा कि मतदान के प्रति हर व्यक्ति को जागरूक होना चाहिए विशेषकर युवाओं को। युवा ऊर्जावान है और वह बदलाव लाने में सक्षम होता है। उन्होंने कहा कि हमारे देश की लोकतांत्रिक प्रणाली मजबूत है, लेकिन उसे और मजबूत करने के लिए नए मतदाताओं की भागीदारी भी आवश्यक है। इसलिए युवाओं को स्वयं अपने मताधिकार का प्रयोग करने के साथ-साथ अपने परिवार, आस पड़ोस व गांव के लोगों को वोट डालने के लिए प्रेरित करना चाहिए। उन्होंने कहा कि चुनाव आयोग ने लोकसभा आम चुनाव 2019 में सौ फीसदी मतदान लक्ष्य रखा है। उन्होंने कहा कि सिरसा का अभिमान, शतप्रतिशत मतदान के नारे को जिलावासी इसे पूरा करके सार्थक करेंगे। उन्होंने उपस्थित युवक-युवतियों को जहां चुनाव के संबंध में सवाल-जवाब किए, वहीं मतदान प्रक्रिया की पूरी जानकारी के बारे में भी अवगत करवाया।
मेले में ऊंट के दोनों और मतदान जागरूकता के लगे बैनर लोगों को आकर्षित करने के साथ-साथ युवाओं उत्साहित करने का काम कर रहे थे। मेले की हर गतिविधियों के माध्यम से मतदान के प्रति लोगों को जागरूक किया गया।

जिला में लोगों को लोकसभा आम चुनाव में मतदान के लिए प्रेरित करने बारे स्वीप के तहत अनेकों जागरूकता कार्यक्रम आयोजित किए जा चुके हैं। उपायुक्त प्रभजोत सिंह के निर्देशानुसार व अतिरिक्त उपायुक्त मनदीप कौर के नेतृत्व में जिला में अब तक 100 से अधिक मतदाता जागरूकता कार्यक्रम आयोजित किए गए हैं।
मास्टर ट्रेनर नरेश ग्रोवर के अनुसार जिला में आयोजित इन मतदान जागरूकता कार्यक्रम से लोगों में मतदान के प्रति उत्साह बढा है और लोग आने वाली 12 मई को अपना वोट डालने बाबत पूरी तरह से उत्साहित हैं। उन्होंने बताया कि कार्यक्रमों के माध्यम से अब तक 5 हजार से अधिक मतदाताओं को सीधे तौर पर मतदान के लिए प्रेरित करने में सफलता मिली है। जागरूकता कार्यक्रमों की इसी कड़ी में जिला के गांव चतरगढ पटटी में स्कूली बच्चों ने मतदान जागरूकता रैली निकालकर लोगों को मतदान करने बारे प्रेरित व जागरूक करने का काम किया। बच्चों ने हाथों में ‘सारे काम छोड़ दो सबसे पहले वोट दोÓ, ‘सिरसा का अभिमान-100 प्रतिशत मतदानÓ के स्लोगन की पट्ïिटयां’ लेकर न नशे से, न नोट से-किस्मत बदलेगी वोट के नारों से लोगों को मतदान करने के लिए प्रोत्साहित व जागरूक करने का काम किया।
रैली को उप जिला शिक्षा अधिकारी पवन सुथार ने हरी झंडी दिखाकर रवाना है। इस मौके पर स्कूली बच्चों व स्कूल स्टाफ सदस्यों को संबोधित करते हुए कहा कि आने वाले 12 मई 2019 को लोकसभा चुनाव होने जा रहे हैं। हम सब अपना नैतिक कत्र्तव्य समझते हुए 12 मई के दिन बढ़चढ़ कर मतदान में भाग लेना है। मास्टर टे्रनर नरेश ग्रोवर ने बच्चों में जोश भरते हुए बताया कि वे भी मतदान के लिए अन्य लोगों को प्रेरित कर लोकतंत्र के निर्माण में अपनी भूमिका अदा कर सकते हैं। उन्होंने कहा कि लोकतंत्र को मजबूत बनाने में मतदान प्रणाली एक ऐसी प्रक्रिया है जिसमें सभी लोगों को समान रूप से भाग लेना अति आवश्यक है।

Assessors of the Zone of National Assessment Accreditation Council (NAAC) conducted one day Assessors Orientation Programme, here today wherein the assessors neighboring states across varied specialties were trained for the day long Workshop. On behalf of Panjab University, Internal Quality Assurance Cell (IQAC) hosted programme in collaboration with NAAC. The programme was attended by the Vice-Chancellors, Deans, Senior Professors and Directors of the various Institutions.
The programme was inaugurated by Professor R.K. Singla, Dean Research Promotion Cell, Panjab University, Chandigarh. He welcomed the delegates and give brief view of the history and achievements of Panjab University. He spoke about essence of quality of higher education institutions and emphasize that to stay globally competitive is a need in the quality enhancement in the processes and the stakeholders of higher education institutes.
Professor B.S.Ghuman, Vice-Chancellor, Punjabi University, Patiala while addressing the gathering said that the time for change in the outlook and perspective education delivery should be there and only those institutes shall be able to survive institutes in the competitive world who will stay verse with the latest global challenges. He said to all the assessors that during the visit for accreditation of the institutes, they should stay not only visual but also consider for the local situations and challenges with the institutes’ faces.
Delivering the 1st Orientation Course lecture, Dr B.S.Madhukar, Former Advisor, NAAC gave an overview and work flow of revise accreditation framework that NAAC has recently introduced in an interactive session. He also cleared all the queries of the assessors.
Dr Pratibha Singh, Deputy Advisor, NAAC gave the overview of ICT enabled validation and verification of NAAC accreditation. She emphasized that 70% NAAC accreditation is based on quantitative criteria and 30% are based on qualitative metrics. She made aware the attendees about the online portal which NAAC has created for all the possible interfaces with respect to assessment and accreditation process.
Dr Rajiv Parihar, Consultant to NAAC later explained the process of group activities wherein the attendees were divided into seven NAAC criteria groups and each of the group was given a specific problem to discuss , which was then presented by each team leader.

Physics Department, Panjab University, Chandigarh organized 5th Prof. B.M. Anand memorial lecture which was delivered by Prof. Sandip P. Trivedi, Director, Tata Institute of fundamental research (TIFR) Mumbai, here today.
Prof. Sandip P. Trivedi started his lecture on “Quantum entanglement” starting with the basics of quantum mechanics and the theory of John Bell with the idea that probability cannot be negative. He built up the quantum entanglement theory with the idea from the solid state physics and Quantum mechanics and gradually introduced the concept of quantum computers. He demonstrated the work on quantum computers in India and abroad and speculated that Quantum computer will be a reality in near future and the computer speed will increase many folds.
Prof. Navdeep Goyal, Chairperson, Department of Physics gave introduction about physics department and regarding Prof. B.M. Anand Lecture. Prof. Arun K. Grover, Ex- Vice Chancellor of PU explained the history of Prof. B.M. Anand Lecture with life and works of Prof. B.M. Anand. Prof. K.N. Pathak, Ex-Vice Chancellor of Panjab University introduced Prof. Sandip P. Trivedi and briefed about his lecture.
The programme was attended by nearly 250 delegates consisting of students and faculty members of PU and nearby institutes. Students showed great interest and their queries were answered by the speaker.

5th workshop of Swachhata Action Plan (SAP), a high impact event, on the theme, ‘Management of Biomass (Agri waste and Municipal waste) into Bioresources’, under the aegis of Department of Science and Technology (DST), Government of India, was organized by DST-Centre for Policy Research, Panjab University, Chandigarh in association with Chandigarh Region Innovation and Knowledge Cluster (CRIKC), here today.
The proceedings of the event were kicked off by address of Prof Shankarji Jha, Dean of University Instructions, Panjab University, who insisted to look at the holistic development of agriculture with special focus on Agri-waste management, in terms of natural philosophy, taking examples from Upanishads.
The Chief Principal Secretary to CM (Punjab), Mr. Suresh Kumar, who graced the occasion as a chief guest, reiterated that Punjab Government was all set to tackle the problem of solid waste management and looked forward to support from Central Government.
The Keynote address was delivered by Dr. M H Mehta, a Padma Shri awardee, who heads the Gujarat Life Sciences in Ahmedabad. Dr. Mehta highlighted the issue of 20 day window from paddy to wheat transition, which makes in situ remediation of Paddy straw as a promising solution. He demonstrated application of customized microbial consortium, which has been successfully practiced in Gujarat and Maharashtra. This was welcomed very enthusiastically by the farming community.
A senior scientist, Dr. P Shanmugam, from CSIR-CLRI, Chennai, shared the successful setup of various Biogas plants through-out the world, with a specific community level low-economy model for countries like Peru. He has also set up a one of its kind horizontal digester in UK. The event also witnessed high-powered deliberations on Bio-refineries by Dr. R K Jain from UNIDO, Delhi and Waste valorization strategies by Dr. Sudesh Kumar from CIAB, Mohali; and Bio-Fuels.
The farming community, represented by Jang Bahadur Singh Sangha, Mr. Vikram Ahuja and Mr. Rashid Hassan, also laid out their challenges for the Industry and Academia to work upon and offered their fields and other facilities for trials of innovative technologies.
The industry, represented by Mr. Anil Kumar, Executive Director, Shreyans Industries Ltd., also pitched in very enthusiastically during the panel discussion, sparking the idea of using Corporate Social Responsibility to its full potential to resolve the problem of Agri-waste management. Adding further to it, Mr. Rohit Khaitan from Kuantum Papers Ltd., suggested that revamping of state policies relating bio-fuel production, will aid in reducing the dependency of the country on import of crude oil.
Dr. Anita Aggarwal, Scientist E, DST, GoI, introduced the theme of the workshop and stressed upon the need to bring all the stakeholders together for an inclusive and sustainable solution. Dr. Jatinder Kaur Arora, further urged the forum to brainstorm ideas in order to formulate viable recommendations to the government and briefed about the initiatives of Punjab State Council for Science and Technology in the theme area.
Prof. S S Marwaha, Chairman, Punjab Pollution Control Board (PPCB), shared some of the initiatives of the PPCB such as door to door awareness programmes relating to harmful effects of stubble burning. He also urged the farming community to join hands with the regional institutes and the industry to execute the 3Rs(Reduce, Reuse and Recycle) strategy in this region.
The event culminated with a panel discussion, led by Mr. K S Pannu, Secretary, Agriculture and Soil Conservation, Punjab and steered by Prof. Rupinder Tewari, Coordinator, DST-CPR at Panjab University. It was equally represented by both Industry and Academia and scrutinized the dynamics of managing agri-waste in the most sustainable manner. Mr. Pannu quoted the Gurbani, saying that ‘whatever comes from the soil, must go back to it’.
The event witnessed informal interactions between the government bodies, scientific community (scientists and research scholars), farming communities and Industries and served to set a strong foundation for an action oriented resolution.
