पंचकूला, 30 जून-  उत्तर हरियाणा बिजली वितरण निगम उपभोक्ताओं को विश्वसनीय, अच्छी वोल्टेज और निर्बाध बिजली की आपूर्ति के लिए प्रतिबद्ध है। ‘पूर्ण उपभोक्ता संतुष्टि’ के लक्ष्य को प्राप्त करने के लिए बिजली निगम द्वारा अनेक महत्वाकांक्षी कार्यक्रम प्रारंभ किये गए हैं ताकि उपभोक्ताओं की समस्याओं को त्वरित रूप में सुलझाया जा सके।  
         इस संबंध में जानकारी देते हुए बिजली निगम के प्रवक्ता ने बताया कि जोनल उपभोक्ता शिकायत निवारण मंच रेगुलेशन 2.8.2 के अनुसार प्रत्येक मामले में 1 लाख रुपये से अधिक और 3 लाख रुपये तक की राशि के वित्तीय विवादों से संबंधित शिकायतों की सुनवाई करेगा। पंचकूला जोन के अंतर्गत आने वाले जिलों (कुरुक्षेत्र, अंबाला, पंचकूला, कैथल और यमुनानगर) के उपभोक्ताओं की शिकायतों का निवारण 03, 10, 17 और 24 जुलाई को जोनल उपभोक्ता शिकायत निवारण मंच, पंचकूला में उपभोक्ताओं की समस्याओं का समाधान किया जाएगा।
        उन्होंने बताया कि पंचकूला जोन के अंतर्गत आने वाले जिलों के उपभोक्ताओं के गलत बिलों, बिजली की दरों से सम्बंधित मामलों, मीटर सिक्योरिटी से जुड़े मामलों, खराब हुए मीटरों से सम्बंधित मामलों, वोल्टेज से जुड़े हुए मामलों का निस्तारण किया जाएगा। इस दौरान बिजली चोरी, बिजली के दुरूप्योग और घातक गैर-घातक दुर्घटना आदि मामलों पर विचार नहीं किया जाएगा। उन्होंने बताया कि उपभोक्ता और निगम के बीच किसी भी विवाद के निपटान के लिए फोरम में वित्तिय विवादों से संबंधित शिकायत प्रस्तुत करने से पहले पिछले छह महीनों के दौरान उपभोक्ता द्वारा भुगतान किए गए बिजली के औसत शुल्क के आधार पर गणना की गई प्रत्येक माह के लिए दावा की गई राशि या उसके द्वारा देय बिजली शुल्क के बराबर राशि, जो कम है, उपभोक्ता को जमा करवानी होगी। इस दौरान उपभोक्ता को प्रमाणित करना होगा कि यह मामला अदालत, प्राधिकरण या फोरम के समक्ष पेंडिंग (लंबित) नहीं है क्योंकि इस न्यायालय या फोरम में विचाराधीन मामलों पर बैठक के दौरान विचार नहीं किया जाएगा।
उन्होंने उपभोक्ताओं से अपील करते हुये कहा कि वे अपनी बिजली से संबंधित समस्याओं के समाधान के लिए 03, 10, 17 और 24 जुलाई यू.एच.बि.वि.एन के मुख्यालय, विद्युत सदन, इंडस्ट्रियल प्लाट-3 और 4, सेक्टर-14, पंचकूला में सुबह 11.30 बजे से 1.30 तक होने वाली कार्यवाही में सम्मिलित होकर अपनी समस्याओं का समाधान अवश्य करवाएं।

मकान नंबर 980 के सामने यह खड्डा मेन रोड पर खुदा हुआ है मैंने नगर निगम के je मनदीप जी को कॉल किया था उन्होंने कॉल रिसीव नहीं किया उनको मैंने व्हाट्सएप पर सारी फोटोग्राफ्स भेज दिए
25, 26 डिवाइडिंग रोड पर यह हाल है?
तो इस बात से अंदाजा लगाइए कि हुड्डा की अंदर की सड़कों का क्या हाल होगा करीबन 2 महीने से इस रोड पर इस खड्डे का यह हाल है एचएसवीपी और नगर निगम लगता है किसी अनहोनी की इंतजार कर रहा है आने वाले दिनों में बारिशों का मौसम है, पानी जमा होने के बाद सड़क और उस में फर्क नजर नहीं आता जीव जंतु और कोई भी इंसान उसमें गिरकर मौत का शिकार हो सकता है प्रशासन की लापरवाही की वजह से किसी की भी जान को खतरा है मेरी नगर निगम के उच्च अधिकारियों से विनम्र प्रार्थना है इसकी जल्दी से जल्दी समाधान किया जा सके!

पंचकुला, 30 जून – महाराष्ट्र राज्य सेवा का अधिकार आयोग के मुख्य आयुक्त श्री बलदेव सिंह के नेतृत्व में महाराष्ट्र से एक तीन सदस्यीय प्रतिनिधिमंडल ने जिले में हरियाणा सेवा का अधिकार अधिनियम के दायरे में प्रदान की जाने वाली विभिन्न सेवाओं की जानकारी लेने के लिए उपायुक्त कार्यालय का दौरा किया।

प्रतिनिधिमंडल ने उपायुक्त डॉ. प्रियंका सोनी के साथ बैठक की, जिसके दौरान डीसी ने सेवा का अधिकार आयोग के अधिकार क्षेत्र के तहत आने वाली सेवाओं के बारे में जानकारी दी। प्रतिनिधिमंडल को अवगत कराया गया कि भूमि और राजस्व संबंधी सभी अन्य सेवाएं नागरिकों को निर्धारित समय सीमा के भीतर प्रदान की जा रही हैं। सेवा का अधिकार आयोग की सक्रिय भागीदारी ने सेवाओं की औसत डिलीवरी समय को काफी कम कर दिया है, जिससे पारदर्शिता और दक्षता सुनिश्चित हुई है।

डीसी ने इस बात पर प्रकाश डाला कि संबंधित विभाग द्वारा सेल डीड रजिस्टर करने के बाद उसी दिन ही लाभार्थियों को प्रदान की जा रही है।  इसके अलावा, उन्होंने बताया कि सभी डेटा को परिवार पहचान पत्र (पीपीपी) प्रणाली के साथ एकीकृत किया गया है, जो केवल एक क्लिक के साथ जाति और आय जैसे प्रमाणपत्रों को तत्काल बनाने में सक्षम बनाता है। इस सुव्यवस्थित प्रक्रिया से आवेदकों को आवश्यक दस्तावेज प्राप्त करने में काफी सुविधा हुई है।

इसके अतिरिक्त, प्रतिनिधिमंडल ने डीसी कार्यालय के परिसर में स्थित सरल केंद्र का दौरा किया और इसकी कार्यप्रणाली और नागरिकों को दी जाने वाली सेवाओं का मूल्यांकन किया। इससे पहले, प्रतिनिधिमंडल ने यूएचबीवीएन (उत्तर हरियाणा बिजली वितरण निगम) और एचएसवीपी (हरियाणा शहरी विकास प्राधिकरण) के कार्यालयों का भी दौरा किया, जहां संबंधित अधिकारियों ने उन्हें सेवा का अधिकार आयोग के दायरे में प्रदान की जाने वाली ऑनलाइन सेवाओं के बारे में जानकारी दी।

इस अवसर पर श्री दिलीप शिंदे, आयुक्त पुणे, श्री अभय यावलकर, आयुक्त नागपुर, एडीसी पंचकुला श्रीमती वर्षा खांगवाल, एसडीएम पंचकुला श्रीमती ममता शर्मा और अन्य अधिकारी भी उपस्थित थे।

The Department of Statistics at Panjab University, Chandigarh celebrated National Statistics Day in collaboration with University School of Open Learning, Panjab University. The event was graced by the presence of Director Nidhi Satija from the Statistics Division, Ministry of Health and Family Welfare, Government of India, New Delhi, who Present as the keynote speaker. Prof. Harsh Gandhar, Chairperson, USOL welcomed the guest and then Introduction of the Speaker to the Participants was done by Programme Convenor Dr. Richa Sharma from USOL. During the event the keynote speaker delivered a lecture on the role of the National Family Health Survey and Sustainable Development Goals in strengthening the healthcare sector in India. She emphasized that for India to progress, it is essential for all citizens to be in good health. The speaker also discussed the third major goal of the Sustainable Development Goals, which emphasizes the responsibility of every country to prioritize the health of its citizens and guide them on leading a healthy lifestyle in the future. Additionally, she highlighted the importance of the National Family Health Survey. She Says it’s a Duty of Every Citizen to informing the government about citizens’ health conditions During the Health Survey, which would be helpful in formulating effective health policies of the Country. The students engaged in a question and answer session with the speaker, seeking ways to promote the National Family Health Survey and Sustainable Development Goals to improve citizen health in society.

The event concluded with Dr. Anju Goel, Head of the Department of Statistics, Panjab University, expressing gratitude to the chief guest. Dr. Savita Jain, from the Department of Statistics, Panjab University was also present in the event.

*Chandigarh, June 29:-* A delegation led by Mayor, Sh. Anup Gupta, Commissioner Municipal Corporation with Smt. Anindita Mitra, IAS, Councillors of Municipal Corporation, officers and residents of Daddumajra, visited the Solid Waste Management Plants situated at North and South Goa respectively.

The study tour was undertaken to understand the system and process for municipal solid waste management at Goa and learn from the good practices being followed at the plant. Sh Anup Gupta, Mayor Chandigarh said that Goa was selected for the study tour as both the Plants have been designed by NEERI and both are also monitored till date by the premier Research Institute. It is pertinent to mention that the proposed Integrated Solid Waste Management Plant in Chandigarh has been designed as per technology recommendations made by NEERI. The DPR and RFP have also been vetted by NEERI. 

The ISWM plant at North Goa is of a capacity of 250 TPD whereas the one situated at South Goa is of 100 TPD. Both the plants process their wet waste to produce compressed Biogas which is used for producing electricity. Ms Anindita Mitra IAS Municipal Corporation Chandigarh said that Biogas so produced can either be used to produce Compressed Natural Gas(CNG) or Electricity. She further clarified that the design of proposed ISWM plant at Chandigarh also allows further processing of by product from the Bio CNG, if Concessionaire desires. 

At both the Goa Plants, dry waste after intensive secondary segregation into 14 categories of seperate recyclable fractions is processed to produce RDF and other recyclables, which is supplied as fuel to Cement Plants and authorised recyclers.

Allaying the fears of residents of Daddumajra, Sh Anup Gupta said that both the Plants of Goa are situated on erstwhile dumping grounds. The legacy waste lying there was bio remediated. Thereafter, the Waste processing plants and Sanitary Land fill sites were set up on the land reclaimed as such.  

Further, both Plants are very close to human habitation. The human settlement of 50000, starts from 100 mtrs from the boundary wall of the North Goa Plant. Similarly, the 30000 strong human settlement starts within 20 mtrs from the boundary wall of the South Goa Plant. The plant at South Goa is also adjacent to a Government polytechnic college and the Civil Court. 

The Residents of Daddumajra visited the State of Art Plant in South Goa today and found that there was no foul odour even within the premises of the Plant. A natural choe which flows through the area, which used to have leachate flowing through it, now has clean water flowing. 

All the runoff as well as effluent produced from the plant is treated onsite with ETP of 0.5MLD Capacity. Treated water is then used in wet waste processing, watering plants , and floor washing inside the plant.

Composting is done from the residual sludge. It was found that the compost this produced was odour free and of good quality. 

Ms Anindita Mitra IAS, Municipal Commissioner, further clarified that as Environmental Clearance is mandatory as per Government of India, the same shall be taken before setting up the plant. This shall ensure that all norms wrt emissions are met with.

Finally, Sh Anup Gupta said that the setting up of this Integrated Solid Waste Management Plant in Chandigarh, shall give the residents of Daddumajra and the city, a much needed relief from the problems created due to dumping of unprocessed waste.

हरियाणा विधानसभा अध्यक्ष  सरदार उद्यम सिंह के शहीदी दिवस पर शहीद को देंगे श्रद्धांजलि

पंचकूला, 28 जून- हरियाणा विधानसभा अध्यक्ष श्री ज्ञानचंद गुप्ता सरदार उद्यम सिंह के शहीदी दिवस पर सेक्टर-6 के मनसा देवी सामुदायिक केंद्र में 31 जुलाई को सरदार उद्यम सिंह की प्रतिमा पर पुष्पाजंलि अर्पित कर उनको श्रद्धांजलि देंगे।


भारत माता के वीर सपूत सरदार उद्यम सिंह का नाम भारतवर्ष के इतिहास में धु्रव तारे की माफिक चमकता रहेगा और शहीद द्वारा दी गई कुर्बानी को देश सदा याद रखेंगा।


शहीद उधम सिंह का जन्म 26 दिसम्बर 1899 को पंजाब प्रांत के संगरूर जिले के सुनाम गाँव में एक कंबोज परिवार में हुआ था। सन 1901 में उधमसिंह की माता और 1907 में उनके पिता का निधन हो गया। इस घटना के चलते उन्हें अपने बड़े भाई के साथ अमृतसर के एक अनाथालय में शरण लेनी पड़ी। उधमसिंह के बचपन का नाम शेर सिंह कंबोज और उनके भाई का नाम मुक्तासिंह कंबोज था, जिन्हें अनाथालय में उधमसिंह और साधुसिंह के रूप में नए नाम मिले।


अनाथालय में उधमसिंह कंबोज की जिंदगी चल ही रही थी कि 1917 में उनके बड़े भाई का भी देहांत हो गया। वह पूरी तरह अनाथ हो गए। 1919 में उन्होंने अनाथालय छोड़ दिया और क्रांतिकारियों के साथ मिलकर आजादी की लड़ाई में शमिल हो गए। उधमसिंह अनाथ हो गए थे परंतु इसके बावजूद वह विचलित नहीं हुए और देश की आजादी तथा जनरल डायर को मारने की अपनी प्रतिज्ञा को पूरा करने के लिए लगातार काम करते रहे। वीर उधमसिंह जलियावाला बाग की घटना से काफी विचलित हो गये। उन्होनंे जलियांवाला बाग हत्याकांड के 21 साल बाद 13 मार्च 1940 को रायल सेंट्रल एशियन सोसायटी की लंदन के काक्सटन हाल में बैठक थी जहां माइकल ओश्डायर भी वक्ताओं में से एक था। उधम सिंह उस दिन समय से ही बैठक स्थल पर पहुँच गए। अपनी रिवॉल्वर उन्होंने एक मोटी किताब में छिपा ली। इसके लिए उन्होंने किताब के पृष्ठों को रिवॉल्वर के आकार में उस तरह से काट लिया था, जिससे डायर की जान लेने वाला हथियार आसानी से छिपाया जा सके। बैठक के बाद दीवार के पीछे से मोर्चा संभालते हुए उधम सिंह ने माइकल ओश्डायर पर गोलियां दाग दीं। दो गोलियां माइकल ओश्डायर को लगीं जिससे उसकी तत्काल मौत हो गई। उधम सिंह ने वहां से भागने की कोशिश नहीं की और अपनी गिरफ्तारी दे दी। उन पर मुकदमा चला। 4 जून 1940 को उधम सिंह को हत्या का दोषी ठहराया गया और 31 जुलाई 1940 को उन्हें पेंटनविले जेल में फांसी दे दी गई। शहीद भगत सिंह सरदार उद्यम सिंह के प्रेरणा स्त्रोत रहे। उद्यम सिंह सदैव भगत सिंह की फोटो अपने पास रखते थे। ऐसे शहीद कभी मरते नहीं है अमर हो जाते है और युवाओं के लिये एक मिसाल बन जाते हैं।

पंचकूला, 28 जून- आयुक्त खाद्य एवं औषधि प्रशासन विभाग, हरियाणा, पंचकूला द्वारा खाद्य पदार्थों की गुणवत्ता की जांच करने के निर्देशानुसार जिला खाद्य सुरक्षा अधिकारी गौरव शर्मा ने अन्य स्वास्थ्य कर्मियों के साथ आज विभिन्न दूध की डेयरियों, किरयाणे की दुकानों व अन्य स्थानों जैसे कोल्ड स्टोर, खाद्य पदार्थ बनाने की फैक्टरियों आदि का औचक निरीक्षण किया।


जिला खाद्य सुरक्षा अधिकारी गौरव शर्मा ने बताया कि निरीक्षण के दौरान खाद्य सुरक्षा एवं मानक अधिनियम, 2006 के तहत खाद्य पदार्थों के नमूने लेकर जांच हेतू खाद्य प्रयोगशाला करनाल में विश्लेषण के लिये भेजे गए।


उन्होंने बताया कि जो खाद्य पदार्थ खाने योग्य नहीं थे उन्हें मौके पर नष्ट करवा दिया गया तथा सभी विक्रेताओं एवं निर्माताओं व अन्य खाद्य पदार्थ बेचने वाले दुकानदारों को ताजा व शुद्ध खाद्य पदार्थ ही बेचने की सलाह दी गई। इसके अलावा सभी दुकानदारों को दूषित व बासी खाद्य पदार्थ न बेचने की चेतावनी भी दी गई कि यदि कोई भी दुकानदार ऐसा करता पाया गया तो उसके खिलाफ कार्यवाही की जाएगी।

उन्होंने बताया कि विभाग की टीम द्वारा होटल डिस्ट्रिक सेक्टर-5 से पनीर व दूध, होटल सेफरन सेक्टर-5 से टाटा नमक, पटियाला फूड हाउस सेक्टर-14 से तैयार कढ़ी और कटनी ढाबा सेक्टर-14 से तैयार चपाती के सैंपल लिए गए।

पंचकूला, 28 जून- जिला नगर योजनाकार द्वारा पैरीफेरी नियंत्रित क्षेत्र व अर्बन एरिया एक्ट की राजस्व सम्पदा में कार्यवाही की गई। इस कार्यवाही में गांव बुर्ज कोटियां में अवैध रूप से चल रही दो औद्योगिक इकाईयों को जेसीबी द्वारा ध्वस्त किया गया।


इस कार्यवाही में जिला नगर योजनाकार की टीम में कनिष्ठ अभियंता श्री दीपक, श्री मोहित क्षेत्रान्वेषक तथा किसी भी अप्रिय घटना से निपटने के लिए पुलिस बल तोड़फोड़ दस्ते के साथ मौजूद था।


इस संबंध में जानकारी देते हुए जिला नगर योजनाकार, पंचकूला श्री जयदीप ने बताया कि इन अवैध निर्माणाधीन पर कार्यवाही करने से पहले इन्हें स्वयं हटाने के नोटिस भी दिए गए थे। उन्होंने बताया कि कोई भी निर्माण करने या कोई भी काॅलोनी विकसित करने से पहले निदेशक, नगर तथा ग्राम आयोजना विभाग हरियाणा, चंडीगढ़ से अनुमति लिए बिना कोई भी अवैध निर्माण या काॅलोनी विकसित की जाती है, तो विभाग उसके विरुद्ध कानूनी कार्यवाही करने के साथ-साथ अर्बन एरिया एक्ट-1975, पैरिफेरी नियंत्रित क्षेत्र-1952 तथा नियंत्रित क्षेत्र-1963 के तहत विभाग सख्त कानूनी कार्यवाही करता है।


उन्होंने आमजन से अनुरोध करते हुये कहा कि विभाग से         सी.एल.यु/लाईसेंस की अनुमति लिए बिना काटी गई काॅलोनियों में मकान या दुकान ना लेंवें, ताकि उनकी कड़ी मेहनत का पैसा बर्बाद न हो और अनाधिकृत अवैध निर्माणों पर रोक लग सके। उन्होंने बताया कि सरकार द्वारा हाल ही में अनाधिकृत काॅलोनियों को नियमित करने के रूल/रेगुलेशन में ढील देते हुए एप्लिकेशन देने की तिथि 14 जुलाई कर दी है, जिसके तहत कोई भी  डवेल्पर/प्राॅपर्टी डीलर या RWA संबंधित दस्तावेजों के साथ अपनी एप्लीकेशन जिला नगर योजनाकार कार्यालय में जमा करवा सकते हैं। इस संबध में विस्तृत जानकारी विभाग की बेबसाईट https://tcpharyana.gov.in/ उपलब्ध है।

As per call of Minsitry of Social Justice and Empowerment, Victory against Drug Abuse (VADA) club of Boys Hostel 4, in collaboration with NSS, Panjab University under the able leadership of Dr. Naveen kumar, Warden, Boys Hostel-4 & PO, NSS, PU organized an awareness cum interactive session on ‘Journey from a Drug Addict to Sober’ which is celebrated on 26th June every year. The event kick stated with the awareness drive against drug and substance use in market near gate 2 of Panjab wherein Dr. Parveen Goyal, Fellow member, Senate along with Dr. Naveen kumar motivated the volunteers to make such activities a regular feature to eradicate drug and substance use. The expert session was revered with kind presence of Prof Simrit Kahlon, Dean Student Welfare (Women), PU. The guest speakers Mr. Nipun and Mr. Karan shared their victory against drug addiction and answered all the questions of students. They expressed through their life experiences how addiction can destroy the lives of not just addict but all of the people around them. But their willpower and resilience motivated the audience members to a great extent. The experts suggested some remedial measures and useful platforms like Alcohal and Narcotics Anonymous and shared how meeting of these groups enabled them in leaving the drug abuse. When asked about the biggest remorse they had, both shared among audience that hitting and misbehaving with their parents by them was a biggest remorse they had. Prof. Simrit kahlon shared her words of wisdom on the occasion and asked the audience to examine the long term consequences before using the drugs and such substance for seeking short term pleasure. Using example of a movie named ‘Daddy’,she beautifully put forth her convincing arguments among listeners. Thereafter ‘Say no to Drugs’ pledge was administered and students pledged not to use these harmful and illicit drugs, and ensured to extend help and cooperation in spreading awareness about Ill-effects of consuming these drugs and make India Drug free. The event ended with a vote of thanks by VADA coordinator Mr. Karandeep Bhayana.
