डबवाली विधानसभा क्षेत्र के उपमंडलाधीश एवं रिटर्निग अधिकारी डा. विनेश कुमार ने आगामी 21 अक्तूबर को होने वाले विधानसभा चुनाव को सफल एवं शांतिपूर्ण ढंग से संपन्न करवाने के लिए मंगलवार को अपने कार्यालय में अधिकारियों की बैठक ली। उन्होंने सभी को दिशा निर्देश दिए कि आम चुनावों के मद्देनजर सभी अधिकारी पूरी निष्ठा के साथ काम करें तथा किसी भी प्रकार की कोताही न बरतें। सभी अधिकारी व कर्मचारी अपनी जिम्मेदारियों को बखूबी निभाए और अपना स्टेशन न छोड़े। उन्होंने कहा चुनाव को निष्पक्ष व शांतिपूर्ण ढंग से करवाने के लिए नंबरदारों, पार्षदों व संरपचों के साथ आपसी तालमेल बनाएं रखें। इसके बाद विधानसभा चुनाव के मद्देनजर प्रशासन व पुलिस ने शहर में फ्लैग मार्च निकाला। एसडीएम डा. विनेश कुमार और डीएसपी कुलदीप बैनीवाल के नेतृत्व में कई वाहनों मे सवार पुलिस व केंद्रीय बल के जवानों ने शहर में फ्लेग मार्च निकाला। उन्होंने कहा कि नागरिक बिना किसी भय, लालच या दबाव के अपने मताधिकार का प्रयोग करें।

जिलाधीश अशोक कुमार गर्ग ने दिवाली और गुरुपर्व त्यौहार पर जिला में कानून एवं शांति व्यवस्था बनाए रखने के मद्देनजर पटाखों की बिक्री, भंडारण तथा पटाखे-आतिशबाजी चलाने पर धारा 144 लागू की है।
जिलाधीश द्वारा जारी आदेशों के अनुसार दिवाली व गुरुपर्व पर पटाखे चलाने का समय रात्रि 8 बजे से रात्रि 10 बजे तक रहेगा। पटाखों के एक साथ बजाने पर पाबंदी रहेगी, क्योंकि इनसे वायु व ध्वनि प्रदूषण होता है तथा इनसे ठोस अपशिष्ठï भी फैलता है। उक्त पर्व के दौरान कम उत्सर्जन वाले तथा हरे रंग के पटाखों की बिक्री व उपयोग की अनुमति होगी।
जिलाधीश ने बताया कि दिवाली व गुरुपर्व त्योहारों के दौरान कोई भी व्यक्ति भीड़-भाड़ वाले क्षेत्र में पटाखे व अन्य विस्फोटक सामग्री का न तो भंडारण कर सकता है न ही बेच सकता है। आदेशों के अनुसार कोई भी व्यक्ति बिना लाइसेंस के कहीं भी पटाखे नहीं बेच सकता तथा इनका भंडारण भी नहीं कर सकता। पटाखे बेचने के लिए इंडियन एक्सप्लोजिव एक्ट 1884 के तहत लाइसेंस लेना अति आवश्यक होगा। लाइसेंस अधिकृत अधिकारी से प्राप्त करना होगा। कोई भी व्यक्ति निर्धारित सीमा से अधिक पटाखे नहीं रख सकता। इन आदेशों की अवहेलना करने वाले व्यक्ति के विरुद्ध कानूनी कार्यवाही की जाएगी

यह जानकारी देते हुए जिला निर्वाचन अधिकारी अशोक कुमार गर्ग ने बताया कि दी हरियाणा प्रीवेंशन आफ डिफेसमेंट आफ प्रॉपर्टी एक्ट, 1989, संशोधित अधिनियम 16 के अनुसार ऐसा करना अपराध है। उन्होंने बताया कि निजी सम्पत्ति पर मालिक की अनुमति के बिना झंडे, फ्लेग, बैनर, होर्डिंग या अन्य प्रचार सामग्री नहीं लगाई जा सकती। उन्होंने कहा कि यदि ऐसा पाया जाता है तो यह दी हरियाणा परिवेंशन आफ डिफेसमेंट आफ प्रॉपर्टी एक्ट, 1989 का उल्लंघन होगा तथा दोषी पाए जाने पर उसके विरूद्ध सख्त कार्यवाई अमल में लाई जाएगी।

जिला विधिक सेवा प्राधिकरण स्थित एडीआर सैंटर में 19 अक्तूबर को प्रात: 11 बजे अधिकारियों के लिए विशेष कानूनी साक्षरता शिविर का आयोजन किया जाएगा।
यह जानकारी देते हुए जिला विधिक सेवा प्राधिकरण के सचिव एवं मुख्य न्यायिक दंडाधिकार अनमोल सिंह नयर ने बताया कि इस विशेष कानूनी साक्षरता शिविर में विकास एवं पंचायत विभाग के अधिकारी, सरपंच व ग्राम पंचायत के सदस्य व आमजन भाग लेंगे।
जिला की पांचों विधानसभा सैग्मेंट में बनाया गया एक-एक पिंक व मॉडल बूथ
विधानसभा आम चुनाव 2019 के तहत 21 अक्तूबर को शत-प्रतिशत मतदान व मतदाताओं को जागरुक करने के लिए जिला के सभी विधानसभा क्षेत्रों में पिंक व मॉडल बूथ बनाए जाएंगे। आकर्षक सजावट से बनाए जाने वाले पिंक बूथों की कमान महिला अधिकारी व कर्मचारियों के हाथ में होगी। इसी प्रकार मॉडल बूथ भी आधुनिक सुविधाओं से लैस होंगे। लोगों को अधिक मतदान के लिए प्रेरित करने बारे चुनाव आयोग विभिन्न गतिविधियों के माध्यम से शत-प्रतिशत मतदान के लिए प्रयासरत है।
पिंक बूथ पर चुनाव प्रक्रिया की कमान संभालेंगी महिला अधिकारी व कर्मचारी, मॉडल बूथ पर रहेंगी विशेष सुविधाएं
जिला निर्वाचन अधिकारी एवं उपायुक्त अशोक कुमार गर्ग ने बताया कि मतदाताओं में मतदान के प्रति जागरूकता लाने के उद्ेश्य से स्वीप के तहत अनेक कार्यक्रम जिला में आयोजित किए जा रहे हैं। उन्होंने बताया कि जिला में मतदान के दिन पिंक बूथ व मॉडल बूथ बनाने का उद्देश्य नागरिकों को अधिक से अधिक मतदान के लिए प्रेरित करना है। मतदान जागरूकता की दिशा में ही प्रत्येक विधानसभा क्षेत्र में एक-एक मतदान केंद्र को पिंक व मॉडल बूथ के रूप में विकसित किया जाएगा। जिला की पांचों विधानसभा क्षेत्रों में पिंक व मॉडल बूथ बनाए जाएंगे। उन्होंने बताया कि इन बूथों पर अन्य बूथों के अपेक्षा विशेष सुविधाएं होंगी। जहां पिंक बूथों पर सुरक्षा से लेकर चुनाव प्रक्रिया की सभी जिम्मेवारियां महिला कर्मचारी निभाएंगी, वहीं मॉडल बूथ पर बैठने के लिए कुर्सियां, बच्चों के लिए झूले आदि के साथ सजावट कर आकर्षक रूप दिया जाएगा।
जिला निर्वाचन अधिकारी ने बताया कि सिरसा विधानसभा क्षेत्र राजकीय नेशनल महिला महाविद्यालय के बूथ नम्बर 18 को पिंक तथा 19 को मॉडल बूथ बनाया गया है। कालांवाली विधानसभा क्षेत्र में मार्केट कमेटी कार्यालय के बूथ नम्बर 23 को पिंक तथा बूथ नम्बर 115 को मॉडल बूथ बनाया गया है। इसी प्रकार डबवाली विस क्षेत्र में नई अनाज मंडी स्थित किसान रेस्ट हाउस में बूथ नम्बर 09 को सखी तथा बूथ नम्बर 146 को मॉडल बूथ बनाया गया है। रानियां विधानसभा क्षेत्र के मार्केट कमेटी रानियां में बने बूथ नम्बर 161 को पिंक तथा बूथ नम्बर 122 को मॉडल बूथ बनाया गया है। इसी प्रकार ऐलनाबाद विधानसभा क्षेत्र में ऐलनाबाद में हरिचंद का बास स्थित अम्बेडकर भवन में बने बूथ नम्बर 116 को पिंक बूथ तथा बूथ नम्बर 90 को मॉडल बूथ बनाया गया है।
उन्होंने मतदाताओं से आह्वïान किया कि वे मतदान में बढ़चढ़कर भाग लें व दूसरों को भी मतदान के लिए प्रेरित करें। मतदाता जाति, धर्म व समुदाय ऊपर उठकर अपने विवेक से मताधिकार का प्रयोग जरूर करें। मतदाता किसी के प्रलोभन में न आए और अपने मताधिकार का प्रयोग अपने विवेक से करें।

Centre for Nuclear Medicine, Panjab University, Chandigarh received the first prize by the International Medical Olympicus Association during the recently held 5th International Medical Olympiad in Greece. The work presented was a part of the CSIR funded project awarded to Dr Vijayta D Chadha as Principal Investigator and Co investigators, Dr D K Dhawan and Dr Neelima D Passi. The research involved radiosynthesis of a novel 5α-reductase inhibitor and evaluation of its cancer targeting potential in experimental model of prostate carcinogenesis.
Prostate cancer is the second most frequent malignancy after lung cancer in men and the fifth leading cause of death worldwide. The enzyme 5α-reductase converts testosterone to dihydrotestosterone which is more potent agonist of androgen receptor and its increased levels lead to enlargement of prostate gland. 5α-reductase inhibitors are a class of drugs that contain the metabolic transformation of testosterone thus lowering the manifestation of diseased condition. Considering the 5α-reductase inhibitory activity of the reported oximes and importance of the ester group in increasing the antiandrogenic property, a potent 5α-reductase inhibitor was synthesized for enhanced selectivity towards prostate tissue. The work was carried by Ms Gousia Jan, Research fellow in the project and was presented by Prof D K Dhawan in the said conference.

Youth to Play Important Role in Nation Building- Anurag Thakur
‘Youth to become job creator and not job seeker’ said Sh. Anurag Thakur, Union Minister of State for Finance & Corporate Affairs, while addressing the gathering during Panjab University Foundation Day celebrations, here today. He urged the youth to play important role in nation building. The whole World is looking at India since India has more than 65% below the age of 35 and 50% of its population below the age of 25, he added.
He motivated the young generation of 21st century to take India to greater heights. While appreciating the iconic alumni of PU in every field, urged to take ahead cleanliness drive to make India a clean campus which would be a befitting tribute to Mahatma Gandhi. He urged the youth to re-prioritise their priorities to nurture their capabilities for the societal transformation. He asked the youth to understand their inner strength to create their own fate and contribute in making a strong nation.
Sh. Thakur appreciated the tree plantation drive undertaken by PU and he himself planted a tree today before the start of the programme. He also urged the media to create awareness regarding various societal issues related to conservation of water, environment etc. In line with boost to innovation, research and startups by Govt. of India, PU to take lead in this regard. The Union Minister assured of all help to PU for future projects.
S. Manpreet Singh Badal, Minister of Finance, Government of Punjab in his address said that PU is one of the oldest Universities in India established in 1882 and since then, is shaping the character of Punjab and surrounding areas. The character of State of Punjab in protecting the dignity and honour of India since ages, is shaped through Colleges and University which is also projected through hope, courage and glory for the nation. He urged the youth not to shirk from their responsibilities in taking India ahead. For meaningful society, it is the youth only who can make India or break India.
Earlier, Prof. Raj Kumar, Vice Chancellor, Panjab University, Chandigarh in his welcome address, listed various achievements of PU including recently received MAKA Trophy for overall sports in India. Talking on the vision of the University, PU VC said that all steps are being taken to make it a world class institution of higher learning by continuous faculty development programmes and upgradation of infrastructure to international standards, inviting eminent scholars, partnerships with top ranking Universities for teaching, research, training and consultancy, encouraging the patenting of research outcome etc.

DST Inspire Internship Program Centre, University Institute of Pharmaceutical Sciences, Panjab University, Chandigarh is going to organise 7th DST Inspire Internship Camp from October 15-19, 2019.Bhatnagar Awardees, Academy Fellows and Eminent Scientists from IISc, IITs, IISERs, NIPERs, DRDO, CSIR, DST, DBT, central/state universities, research centres like TIFR, NBRC, BARC, NCL, JNCASR, NCBS etc. in the science streams will be visiting Panjab University to motivate young generation with their scientific experiences. Their visit and interaction with Panjab University faculty will foster research and teaching collaborations. 500+ meritorious science students (class XI/XII) from specifically from Haryana, and tricity will be participating in the 8th DST Inspire Internship Program.

हरियाणा विधानसभा चुनाव के मद्देनजर कालका विधानसभा चुनाव के सामान्य पर्यवेक्षक एस0एस0गिल ने खर्च पर्यवेक्षक अजय कुलकर्णी, जिला निर्वाचन अधिकारी एवं उपायुक्त मुकेश कुमार आहूजा, अतिरिक्त उपायुक्त मनिता मलिक तथा अन्य चुनाव संबंधी अधिकारियों के साथ लघु सचिवालय में बैठक की।
सामान्य पर्यवेक्षक श्री गिल ने अधिकारियों से आग्रह किया कि वे चुनाव प्रक्रिया को निष्पक्ष, पारदर्शी एवं व्यवस्थित तरीके से सम्पन्न करवाने के लिए पूर्ण कर्तव्य निष्ठा के साथ अपना दायित्व निभायें। उन्होंने कहा कि वे मतदान से सम्बन्धित सभी अधिकारियों, सहायक खर्च पर्यवेक्षकों, पीठासीन अधिकारियों, वैकल्पिक पीठासीन अधिकारियों, डयूटी मेजिस्ट्रेटों के एक- एक कॉलम व प्रजाईडिंग ऑफिसर डायरी व अन्य बिन्दूओं को ध्यानपूर्वक भरवाना सुनिश्चित करें। उन्होंने कहा कि यदि कोई अड़चन अथवा आशंका रहती है तो सम्बन्धित आरओ, एआरओ या जोनल मजिस्ट्रेट अथवा सुपरवाईजर अधिकारी से सम्पर्क किया जा सकता है। उन्होंने कहा कि चुनाव में निष्पक्षता दिखाई देनी चाहिए।
बैठक में जिला निर्वाचन अधिकारी मुकेश कुमार आहूजा ने कहा कि निष्पक्ष चुनाव व्यवहार से भी झलकना चाहिए। सभी पीठासीन एवं पोलिंग अधिकारी फार्म 17 सी, 17 ए व पीओ डायरी भरने व मतदान से सम्बन्धित अन्य सभी बिन्दूओं पर सावधानी रख रहे हैं। पीठासीन अधिकारी, सहायक पीठासीन अधिकारियों व पोलिंग अधिकारियों को ईवीएम, वीवीपैट मशीनों के संचालन व अन्य प्रक्रिया बारे विस्तार से मास्टर ट्रैनरों के माध्यम से जानकारी दी जा रही है। इसके साथ ही ईवीएम, वीवीपैट मशीनों की हैण्डऑन ट्रैनिंग भी दी गई है।

Chandigarh October 14:- Chandigarh Smart City Limited (CSCL) today announced the winners of the Jal Sanrakshan Hackathon – a month long open competition held in the city to invite innovative solutions for water conservation. The posters received will be displayed at the Community Centre in Sector 22 and winners will be felicitated by the CEO, CSCL at 11 am on 16th October.
While sharing this Sh. K.K. Yadav, IAS, Commissioner, Municipal Corporation Chandigarh-cum-CEO-CSCL informed that Llunched on 5th September, this competition was hosted by Chandigarh Smart City Limited in coordination with the recently created Jal Shakti Abhiyan and Ministry of Housing & Urban Affairs.
He said that over two hundred entries were received from various categories, and the finalists were judged in a panel comprising the Municipal Commissioner (also the CEO, Chandigarh Smart City), Mr. Shailendra Singh, SE, MCPH – (nodal officer) Jal shakti Abhiyan, and Mr. Manoj Bansal – Chief Engineer MCC.
Winners in the under 18 category are Jeevanjot Kaur of Ajit Karam Singh International School (1st prize), and Garv Aggarwal of Hansraj Public School (2nd prize). In the college students category Prerna a BSc student of Post Graduate College for Women (1st prize) and Rachit Bansal of the Institute of Engineering & Technology (2nd prize) submitted the most innovative solutions. Ms. Geeta Godiyal is the prize winner in the open for all category.
He further said that the exhibition is open for all, and more ideas on water conservation will be discussed and collected during the event.
