 Professor Emeritus Jitendra Mohan, Panjab University Chandigarh has been invited to be a guest of honour and keynote speaker  by President Lars-Eric Unestahl for the 8th World Congress on Mind Training for Excellence in Sport & Life being held in Gavle University SWEDEN from  12th June to 17th June 2019.It  is organised by International Society of Mental Training for Excellence. Earlier Congress was held in 
Panjab University Chandigarh INDIA in 2015.  Professor Mohan will speak on Mindfulness & Excellence. In addition he is director of a Symposium on Recent Advances in Mental  Training & Well-being in which Professor Meena Sehgal, Dr Shruti Shourie, Dr Guneet Inder and Dr Zahra Jafri will make presentations. Professor Jitendra Mohan is the immediate past President of International Society of Mental Training for Excellence. 
About 400 trainers, psychologists, medical professionals and young sports 
psychologists will be participating in this Congress.

Social Justice and Ethical Issues through the Lens of Qualitative Research
        The second day of the seven days National workshop on Qualitative Research Methods in Social Sciences with focus theme Equity and Social Justice from May 20 -29, 2019, organised by Centre for Academic Leadership & Education Management (CALEM), Department of Education, Panjab University, Chandigarh under Pandit Madan Mohan Malaviya National Mission on Teachers and Teaching (PMMMNMTT) scheme of MHRD witnessed sessions by Dr. Pradeep Kumar Chaudhary from Zakir Hussain Centre for Educational Studies, JNU, New Delhi. 

 He dwelled on the relevance of qualitative studies with varied examples. In first session he apprised the participants with the concept and limitations of randomised controlled trials which is an important tool to build evidence for policy research. The focus of second sessions was on measuring equity and social justice in education. He deliberated on how and why there is this inequality and social injustice in context of neoliberalism. He emphasised with evidences that neo liberal policies 
effected the education sector and created inequities in society. 

 The third session was focused on ethical issues in research and questions of equity and social justice by Prof. Sucha Singh Gill, Member of Revenue Commission, Government of Punjab, Former Director General Centre for Research in Rural and Industrial Development (CRRID), Chandigarh, Former Professor & Head Department of Economics, Punjabi University, Patiala. He focused on inequity and how we are concealing instead of revealing through data. 

Earlier, Prof. Satvinderpal Kaur, Program Coordinator introduced the resource persons. The sessions were interactive and evoked pertinent questions by the participants which were explicated vividly by the experts. 

The sessions of day two concluded with vote of thanks to all resource persons by Dr. Kuldeep Kaur, Program and CALEM Co-coordinator.

PU Professor Conferred with QbD Excellence Award in

PU Professor Conferred with QbD Excellence Award in
Pharmaceutical Industry Internationalization Strategy Summit held in ChinaDr Bhupinder Singh Bhoop, Professor at the University Institute of Pharmaceutical Sciences (UIPS), and Coordinator, UGC Centre for Excellence in Nano Biomedical Applications, at Panjab University (PU), Chandigarh, has recently been awarded with “Pharmaceutical Quality by design (QbD) Excellence Award” by M/s Shengjie Business Management & Consulting Co. Ltd., Shanghai, during a two-day Pharmaceutical Industry 
Internationalization Strategy Summit held on 16th-17th May 2019 in Shanghai, China. Professor Bhoop has been bestowed upon with the coveted award for his exemplary and seminal contribution towards steering pharmaceutical industry across the globe on various QbD paradigms. 

  Over 500 participants and resource persons from USA, Canada, India China, Singapore and beyond participated in the Summit.  On this occasion, Professor Bhoop also delivered a one-hour expert talk on the topic, “Omnipresence of QbD during Product Lifecycle: Quality Excellence Precedes Federal Compliance”.

 It is quite pertinent to add that Professor Bhoop has delivered over 300 
invited talks in India and overseas, including USA, Canada, UK, Germany, China, Thailand, Hong Kong, Kuwait, Dubai and Bangladesh primarily on QbD. He holds the unique distinction of having duly trained several hundreds of industrial scientists under his direct guidance, esp. on QbD. He has earned to his credit over 360 original publications (nearly with 150 exclusively on QbD), 15 books, five patents and tech-transfers of two nanostructured drug delivery technologies to pharma industry. He has 
handled 16 research projects fetching research grants of 6.10 crores from Government and corporate sectors, and guided/guiding nearly 100 research scholars including 31 doctoral, and 6 post-doctoral researchers primarily on QbD-based scientific research in developing novel nanomedicines. 

 His work on QbD-oriented pharmaceutical research has already fetched Prof Bhoop with numerous awards & accolades like, QbD & Product Performance Award 2012 & 2013 (AAPS, USA), QbD Excellence Award 2013 (CPhI Asia), Outstanding Scientist Award 2014 (SelectBio, UK), QbD Product Performance Award 2015 (Stat-Ease, USA), Scientist Par Excellence Award 2016 (Minitab Inc, UK),  and many more.

Swachhta  is Everyone’s Business – Parameswaran Iyer

 “The Swachh Bharat Mission (Grameen) (SBM-G) launched in 2014 has 
revolutionized sanitation in India, specially the rural sanitization coverage which increased to nearly 99% from 38.7% in 2014”, said Sh Parameswaran Iyer, Secretary, Ministry of Drinking Water and Sanitation, Government of India and leading flagship of SBM while delivering the lecture on ‘Implementation of Large Scale Social Transformation Programmes: Lessons from the Swachh Bharat Mission during the 56th Panjab University Colloquium 4th Shenmar Memorial Oration, held here today.

While sharing the detailed information about various challenges in 
implementing Swachh Bharat Mission, Sh. Iyer said that this had direct bearing in the largest transformation ever witnessed in the behavioural changes in India and abroad. He informed that over 5.6 lakh villages, 617 districts and 30 States/UTs have been declared Open Defecation Free (ODF). More than 9.22 crore toilets have been constructed in the rural areas in this period. The recently concluded National Annual Rural Sanitation Survey (NARSS) conducted by an Independent Verification Agency surveying over 90,000 households across India has pegged the usage of these toilets at 
over 96.5%.

 He further added that developing a large scale programme for a nation like India, with complexity of 22 languages, 700 dialects, 6000 villages was a challenging task as one size does not fit all. The challenge of implementing at scale was met with leveraging the power of 1.3 billion people to create a Jan Andolan. Extensive Information, Education and Communication (IEC) interventions were used to target beliefs held for generations (Stigma). Finally, more important than achieving was sustainability in the long term to ensure that people don’t slip back into old habits. 

 Sh. Iyer further informed that to bring behaviour changes at large scale, over 6 lakh grassroot sanitation champions or ‘swachhagrahis’ have been trained to deliver sanitation messages in their villages. They work at the cutting edge and motivate and inspire communities to build and use toilets through community approaches to sanitation and behaviour change triggering, he informed. He vociferously highlighted the main tagline of the mission is “Swachhta  is Everyone’s Business”

 He further informed that large scale people’s participation campaigns like the Swachh Sunder Shauchalaya (1st January, 2019 to 31st January, 2019) during which 1.34 crore toilets in rural India were painted by householders, and Swachchata Hi Seva (15th September 2018 to 2nd October 2018) where over 20 crore people participated by offering shramdaan or taking pledges for swachhata, show the scale that the program has managed to achieve. Even celebrities have taken to the movement and participated in mass media campaigns such as Darwaza Band (1 & 2) with Amitabh Bachchan and Anushka Sharma, and showcased the Mission in popular culture such as ‘Toilet – ek prem katha’ with Akshay Kumar and Bhumi Pednekar.

Talking about the Policy lessons, he stressed upon the 4Ps of the mission for 
large scale transformation which includes Political Leadership, Public Funding, Partnerships and Peoples participation. About Administrative lessons, he said that it was important to set a target for any programme like this and time period of 5 years i.e. October 2, 2019 has been set as a deadline for the Swachh Bharat Mission. It started with the belief that it can be achieved and hence the SBM-G team was created. Younger people like students were appointed Brand Ambassador of the mission, women 
workers were also roped in as motivators at the grass root level. They triggered behavioural change at ground level. Then there were Collectors which was the most critical force being helped by many young professionals from IIT’s and IIM’s to work in fields. All ministries were also pitched in for sensitizing people about the mission. Arguably the biggest game-changer for the SBM (G) was that the Hon’ble Prime Minister lent his personal political capital to the Mission. Inspired by the leadership and commitment of the PM, various Chief Ministers (CM) and District 
Magistrates (DM) emerged as sanitation champions –the PM-CM-DM model in this Village Mukhiya’s (VM) was added to bring transformation at the grass root level. 

 He added that continuous engagement with implementers keeps them motivated. Regular feedback was taken and the SBM-G team visited each state multiple times and engaged directly with district collectors through learning workshops and informal gatherings. Healthy competitions at all levels- State, District and Village were conducted. It was also informed that association of Bollywood stars, sportspersons and other influencers with SBM-G helped break the taboo around sanitation. Apart from this, SBM-G organized mass events and campaigns which helped it stay on top of public 
recall.

 Prof. Shankarji Jha, Acting Vice Chancellor and Dean of University 
Instruction, PU in his address said that it was a matter of great pride and honour to successfully complete 55 PU Colloquiums and Shenmar Memorial Oration which has proved to be a platform for various eminent personalities to share their experiences here. He said it was an honour and a very alluring opportunity for Panjab University and the exuberant audience gathered here today, to have Sh. Paramewaran Iyer, Secretary, 
Ministry of Drinking Water and Sanitation, Government of India, us as the Invited Speaker.

Prof. T.R. Sharma. Executive Director, NABI, Mohali in his address while 
appreciating the success of the SBM-G, compared it with the Green Revolution which started with political will at the top. He said that the awareness for such campaign continues and need to persistently make people aware of these. He added that SBM-G of Government of India has brought a revolutionary change and for upgrading the hygiene and cleanliness stature of the Nation by stimulating the thought process of both the rural and urban areas.

हरियाणा पब्लिक सर्विस कमिशन द्वारा आगामी 26 मई को जिला में नायब तहसीलदार की परीक्षा का आयोजन किया जाएगा – उपायुक्त

सिरसा 21 मई।

हरियाणा पब्लिक सर्विस कमिशन द्वारा आगामी 26 मई को जिला में नायब तहसीलदार की परीक्षा का आयोजन किया जाएगा। यह जानकारी उपायुक्त प्रभजोत सिंह ने दी। उन्होंने बताया कि परीक्षा  करवाने के लिए 22 परीक्षा केंद्र बनाए गए है जिसमें 5280 परीक्षार्थी परीक्षा देंगे। उपायुक्त ने बताया कि परीक्षा को शांति पूर्ण  ढंग से सम्पन्न करवाने के लिए अतिरिक्त उपायुक्त को ओवर आलइंचार्ज बनाया गया है, उपमंडलाधीश सिरसा को नोडल अधिकारी तथा जिला शिक्षा अधिकारी को समन्वयक नियुक्त किया गया है। 
उन्होंने बताया कि परीक्षा 26 मई को प्रात: 10 बजे से दोपहर 12 बजे तक सम्पन्न होगी। सभी परीक्षा केंद्रों में सुरक्षा की दृष्टिï से  सुपरवाईजर व पुलिस कर्मचारियों की डियुटी लगाई गई है।  उन्होंने  सम्बंधित सभी अधिकारियों को निर्देश दिए कि परीक्षा केंद्रों का माहौल शांतिप्रिय बनाए रखने के लिए अपना अपना कार्य पूरी निष्ठïा व ईमानदारी से करें।

उपायुक्त ने बताया कि भारत निर्वाचन आयोग के निर्देशानुसार पंचकूला जिला की सीमा में 23 मई को मतगणना के दिन शराब के सभी ठेके बन्द रहेंगे।

पंचकूला, 21 मई-

उपायुक्त एवं जिला निर्वाचन अधिकारी डाॅ. बलकार सिंह ने बताया कि भारत निर्वाचन आयोग के निर्देशानुसार पंचकूला जिला की सीमा में 23 मई को मतगणना के दिन शराब के सभी ठेके बन्द रहेंगे।

उन्होंने बताया कि मतगणना के दिन कानूनी व्यवस्था की स्थिति को बनाये रखने के लिये इस अवधि में शराब के ठेको के साथ साथ होटल, रैस्टोरैंट, कल्ब और शराब परोसने के लिये अधिकृत अन्य स्थानों पर भी शराब उपलब्ध करवाने पर प्रतिबंध रहेगा।

राज्य जैव विविधता बोर्ड द्वारा 22 मई को अंतर्राष्ट्रीय जैव विविधता दिवस के उपलक्ष्य में थापली (मोरनी) में राज्य स्तरीय कार्यक्रम का आयोजन किया जायेगा

पंचकूला, 21 मई-

राज्य जैव विविधता बोर्ड द्वारा 22 मई को अंतर्राष्ट्रीय जैव विविधता दिवस के उपलक्ष्य में थापली (मोरनी) में राज्य स्तरीय कार्यक्रम का आयोजन किया जायेगा। प्रातः 11 बजे होने वाले इस कार्यक्रम में वन्य जीव प्राणी व शिक्षा क्षेत्र से जुड़े विशेषज्ञों द्वारा जैव विविधता विषय पर जानकारी दी जायेगी।

राज्य जैव प्रधान मुख्य वन संरक्षक वीएस तंवर ने यह जानकारी देते हुए बताया कि इस कार्यक्रम में स्कूल स्तर के बच्चों तथा पेशेवर चित्रकारों को शामिल करके जैव विविधता पर फोटोग्राफी प्रतियोगिता तथा चित्रकला प्रतियोगिता भी करवाई जायेगी। उन्होंने बताया कि राज्य जैव विविधता बोर्ड के अध्यक्ष गुलशन अहुजा द्वारा विजेता प्रतिभागियों को सम्मानित किया जायेगा।

उपायुक्त डाॅ0 बलकार सिंह ने कहा कि  विकास के लिये शांतिपूर्ण वातावरण जरूरी है और आतंकवाद किसी भी रूप में हो, वह विकास को प्रभावित करता है। 

उपायुक्त आज जिला सचिवालय के मीटिंग हाॅल में आयोजित आतंकवाद विरोधी दिवस के अवसर पर आयोजित कार्यक्रम में उपस्थित अधिकारियों व कर्मचारियों को संबोधित कर रहे थे। उन्होंने प्रतिभागियों को आतंकवाद की समस्या से निपटने के लिये सहयोग देने की शपथ भी दिलवाई। कार्यक्रम में उपस्थित अधिकारियों व कर्मचारियों ने उपायुक्त के साथ शपथ ली कि हम भारतवासी अपने देश की अहिंसा व सहनशीलता की परंपरा में दृढ़ विश्वास रखते है तथा निष्ठापूर्वक शपथ लेते है कि सभी प्रकार के आतंकवाद और हिंसा का डटकर विरोध करेंगे। हम मानव जाति के सभी वर्गों के बीच शांति, सामाजिक सद्भाव तथा सूझभूझ कायम करने तथा मानव जीवन मूल्यों को खतरा पंहुचाने वाली और विघटनकारी शक्तियों से लड़ने की भी शपथ लेते है। 

इस अवसर पर नगराधीश गगनदीप सिंह, जिला विकास एवं पंचायत अधिकारी कंवर दमन सिंह सहित प्रशासन के अन्य अधिकारी और बड़ी संख्या में विभिन्न कार्यालयों व पुलिस के कर्मचारी उपस्थित थे।

 संकल्प दिवस पर आज स्थानीय लघु सचिवालय के प्रांगण में आतंकवाद विरोधी शपथ ग्रहण समारोह का आयोजन किया गया। इस अवसर पर नगराधीश जयवीर यादव ने विभिन्न विभागों के अधिकारियों एवं कर्मचारियों को आतंकवाद विरोधी शपथ दिलवाई।


नगराधीश ने देश की अहिंसा एवं सहनशीलता की परम्परा में दृढ विश्वास रखते हुए निष्ठïापूर्वक आतंकवाद एवं हिंसा का डटकर विरोध करने, मानव जाति के सभी वर्गों के बीच शांति, सामाजिक सदï्भाव व सूझबूझ कायम करने तथा मानव जीवन मूल्यों को खतरा पहुंचाने वाली और विद्यटनकारी शक्तियों से लडऩे की शपथ दिलवाई।
