उपायुक्त डाॅ0 बलकार सिंह जिला सचिवालय के कांफ्रेंस हाल में प्रधानमंत्री फसल बीमा योजना की जिला स्तरीय निगरानी समिति की बैठक की अध्यक्षता करते हुए।

उपायुक्त डाॅ0 बलकार सिंह ने कृषि विभाग और प्रधानमंत्री फसल बीमा योजना से जुड़ी बीमा कंपनियों को निर्देश दिये कि वे किसानों की लंबित क्लेम राशि एक सप्ताह में उनके खाते में डालना सुनिश्चित करें। 

उपायुक्त डाॅ0 बलकार सिंह ने कृषि विभाग और प्रधानमंत्री फसल बीमा योजना से जुड़ी बीमा कंपनियों को निर्देश दिये कि वे किसानों की लंबित क्लेम राशि एक सप्ताह में उनके खाते में डालना सुनिश्चित करें। 

कृषि विभाग के उपनिदेशक वजीर सिंह ने बताया कि खरीफ सीजन 2018 में स्थानीय आपदाओं से फसलों का नुकसान होने के संबंध में किसानों के 374 आवेदन प्राप्त हुए थे। इनमें से ओरेंटल इंसोरेंश कंपनी द्वारा 331 किसानों को एक करोड़ रूपये की क्लेम राशि का भुगतान किया जा चुका है। स्थानीय आपदाओं के अतिरिक्त बीमा कंपनी द्वारा औसत पैदावार के आधार पर किसानों के 43 लाख रूपये की क्लेम राशि दी गई है। उन्होंने बताया कि इस सीजन में बीमा कंपनी द्वारा अभी तक 17 किसानों को क्लेम राशि नहीं दी गई है। इसके अलावा 26 ऐसे किसान है, जिनके क्लेम बैंकों द्वारा भारत सरकार के पोर्टल पर पंजीकृत नहीं किये गये थे, इन मामलों में बैंकों द्वारा स्वयं क्लेम का भुगतान किया जाना है। 

उन्होंने बताया कि रबी सीजन 2018-19 में फसलों के स्थानीय आपदाओं के नुकसान के क्लेम के लिये 467 किसानों ने आवेदन किया हुआ है। उपायुक्त ने इन आवेदनों के बारे में भी बीमा कंपनी के अधिकारियों को आदेश दिये है कि वे 15 दिन के अंदर किसानों की क्लेम राशि का भुगतान करें अन्यथा प्रधानमंत्री फसल बीमा कंपनी के दिशा निर्देशानुसार जुर्माना वसूल किया जायेगा। कृषि उपनिदेशक ने बताया कि इस योजना के तहत धान, मक्का, बाजरा और कपास की फसलों को कवर किया जाता है, जिनका प्रीमियम क्रमश 1556, 766, 740 व 1532 रूपये प्रति हेक्टेयर है। उन्होंने बताया कि इस योजना के अंतर्गत चालू सीजन की फसलों का बीमा करवाने की अंतिम तिथि 15 जुलाई 2019 है। उन्होंने कहा कि जिन किसानों ने कृषि ऋण नहीं लिया हुआ है, वे नजदीकी बैंक या काॅमन सर्विस सेंटर में संपर्क करके फसल का बीमा करवा सकते है। उन्होंने कहा कि किसानों को इस योजना के संबंध में यदि कोई दिक्कत आती है तो वे दूरभाष नंबर 0172-2563121 या 2538046 पर संपर्क कर सकते है।

Chandigarh:

IGNOU June Term Examination 2019 is going to commence from 1st June, 2019 and will conclude on 29th June, 2019.

The students may download the Hall Tickets from the University website (http://www.ignou.ac.in/ or https://ignouhall.ignou.ac.in/HallTickets/HALL0619/Hall0619.asp) and appear in the examination.

Dr Anil Kumar Dimri, Regional Director, IGNOU, Regional Center, Chandigarh said that students are advised to be in possession of the valid Identity Card issued by the University at the time of admission during the examination. IGNOU RC Chandigarh deputed Observers for monitoring examination activities and monitoring team has also been deputed by IGNOU headquarter, New Delhi for the smooth conduct of examination in the region. IGNOU Regional Center Chandigarh established 08 Examination Centers for June TEE 2019 including 03 Exam Centres in Jail at Chandigarh, Patiala and Ambalal for jail inmates.

The mobile phones are not permitted inside the examination hall.

योग प्रशिक्षक चंद्रपाल ने लोगों दी योग क्रियाओं की जानकारी

अंतर्राष्ट्रीय योग दिवस को सफलतापूर्वक मनाने के लिए आयुष विभाग द्वारा लोगों को योग प्रशिक्षण दिया जा रहा है। इसी कड़ी में शहीद भगत सिंह स्टेडियम में योग प्रशिक्षण चलाया जा रहा है। प्रशिक्षक चंद्रपाल ने पीटीआई व डीपीआई को योग प्रशिक्षण दिया।

योग प्रशिक्षक चंद्रपाल ने ताड़ासन, त्रिकोणसन, पवन मुक्तासन आदि योग क्रियाएं करवाई तथा प्रत्येक योग क्रिया के बारे में विस्तारपूर्वक बताया। उन्होंने कहा कि योग मनुष्य को न केवल शारीरिक अपितू मानसिक तौर पर भी स्वस्थ बनाता है। इस मौके पर शांति पाठ भी किया गया।

 जिला आयुर्वेदिक अधिकारी डा0 गिरीश चौधरी ने बताया की जिला के अन्य ब्लॉकों में भी योग प्रोटोकोल का अभ्यास करवाया जा रहा है। इस मौके पर योग विशेषज्ञ डा. सोहन लाल, डा. हेमा राम, गंगा विष्णु, एईईओ अनिल कुमार, दया कुमार पतंजलि के श्रमकर्ता सुरेश, प्रेम, हरीश भी मौजुद थे।

उपायुक्त डाॅ0 बलकार सिंह ने खनन विभाग के अधिकारियों को निर्देश दिये कि वे अवैध खनन की हर गतिविधि पर नजर रखें और ऐसे मामलों में शामिल लोगों के विरूद्ध सख्त कार्रवाही अमल में लाये। 

उन्होंने कहा कि जिला प्रशासन द्वारा पंचकूला व कालका उपमंडल में संबंधित एसडीएम की अध्यक्षता में टास्क फोर्स गठित करके ऐसे मामलों की जानकारी मिलने पर सख्त कार्रवाही करने के निर्देश जारी किये गये है। उन्होंने अधिकारियों को यह निर्देश दिये कि वे सूचना तंत्र को मजबूत करके अवैध खनन की हर छोटी बड़ी गतिविधियों पर नजर रखें और मामला ध्यान में आने पर तुरंत कानूनी कार्रवाही भी अमल में लाये। उन्होंने कहा कि अधिकारियों को यह निर्देश भी दिये गये है कि जिस भी अधिकारी के क्षेत्र में अवैध खनन का मामला ध्यान में आयेगा, उसके विरूद्ध प्रशासनिक कार्रवाही अमल में लाई जायेगी।

डाॅ0 बलकार सिंह ने बताया कि उपमंडल स्तर की टास्क फोर्स में एसडीएम को चेयरमैन बनाया गया है जबकि दोनों मंडलों में जिला खनन अधिकारी इसके सदस्य सचिव होंगे। उन्होंने बताया कि उपमंडल स्तर पर सहायक पुलिस आयुक्त, हरियाणा राज्य प्रदूषण नियंत्रण बोर्ड के क्षेत्रीय अधिकारी, तहसीलदार व नायब तहसीलदार, उपमंडल में आने वाले थाना प्रभारी, खंड विकास एवं पंचायत अधिकारी, खनन निरीक्षक और वन विभाग के संबंधित क्षेत्र के रेंज अधिकारी टास्क फोर्स के सदस्य होंगे। उन्होंने कहा कि टास्क फोर्स की जिम्मेवारी तय की गई है कि अवैध खनन के मामले में किसी भी स्तर पर लापरवाही न हो।

उन्होंने बताया कि ऐसे मामलों की सूचना जुटाने के लिये संबंधित क्षेत्र के कानूनगो, पटवारी, ग्राम सचिव, फोरेस्ट गार्ड, नंबरदार और चैंकीदार को सूचना तंत्र के तौर पर प्रयोग करने के लिये कहा गया है। उन्होंने कहा कि इस तंत्र के अलावा भी यदि किसी अन्य माध्यम से टास्क फोर्स के चेयरमैन अथवा किसी सदस्य के पास अवैध खनन की सूचना पंहुचती है तो वह इसकी जानकारी सदस्यों को देकर सामुहिक रेड कर सकते है। इसके अलावा टास्क फोर्स में शामिल सदस्य स्थिति के अनुरूप अकेले भी कानूनी कार्रवाही अमल में ला सकते है। 

उन्होंने कहा कि यह निर्देश भी दिये गये है कि टास्क फोर्स के चेयरमैन प्रतिमास बैठक आयोजित करके अवैध खनन रोकने के लिये की गई कार्रवाही की समीक्षा करेंगे और जिला स्तरीय टास्क फोर्स की मासिक बैठक में भी इन सभी सदस्यों से महीने के दौरान की गई रेड, दर्ज किये गये मामलों व अवैध खनन रोकने के लिये उठाये गये अन्य कदमों की जानकारी ली जायेगी। उन्होंने कहा कि अवैध खनन न केवल खनन कानूनों की उल्लंघना है बल्कि इससे पर्यावरण और राजस्व का भी नुकसान होता है।

अंतर्राष्ट्रीय योग दिवस के उपलक्ष्य में तीन दिवसीय योग प्रशिक्षण शिविर में योगाभ्यास करते हुए प्रतिभागी।

अंतर्राष्ट्रीय योग दिवस के उपलक्ष्य में सेक्टर-3 पंचकूला में तीन दिवसीय योग प्रशिक्षण शिविर लगाया जा रहा है। इस शिविर में शिक्षा विभाग और आयुष विभाग के कर्मचारियों के साथ साथ पतंजलि योग समिति के योग विशेषज्ञ भाग ले रहे है। सेक्टर-3 स्थित ताउ देवीलाल स्टेडियम में आयोजित यह प्रशिक्षण शिविर 30 मई तक चलेगा।

जिला आयुष अधिकारी डाॅ0 दलीप मिश्रा ने बताया कि सभी प्रतिभागियों को अंतर्राष्ट्रीय योग प्रोटोकाॅल के मुताबिक योगासनो का प्रशिक्षण दिया जा रहा है। उन्होंने बताया कि योग न केवल भारत बल्कि विश्व की सबसे प्राचीन शारीरिक अभ्यास प्रक्रिया है, जिसके माध्यम से व्यक्ति शारीरिक व मानसिक रूप से स्वस्थ रह सकता है। उन्होंने कहा कि वर्तमान समय में भौतिकवाद की दौड़ में प्रत्येक व्यक्ति तनाव में है, ऐसे समय में योग का महत्व और अधिक बढ़ जाता है। उन्होंने कहा कि स्कूलों के शारीरिक शिक्षा से जुड़े अध्यापकों को योग क्रिया का प्रशिक्षण दिया जा रहा है ताकि वे विद्यालयों में विद्यार्थियों को नियमित रूप से योगाभ्यास के साथ जोड़ सके। 

शिविर में प्रतिभागियों को शिथलीकरण, ताड़ासन, वृक्षासन, त्रिकोणासन, पदहस्तासन, अर्धचक्रासन, दंडासन, बज्रासन, शशकासन, उत्तांमंडकूासन, भुजांगासन, शलभासन, वक्रासन, पवनमुक्तासन, कपालभाति, नाड़ीशोधन, शीतली, भ्रामरी और प्रणायाम इत्यादि क्रियाओं का योगाभ्यास करवाया गया। इसके अलावा योग विशेषज्ञों ने योग के महत्व की जानकारी दी। प्रशिक्षण कार्यक्रम में आयुष विभाग के डाॅ0 नरेश सैनी, डाॅ0 अजय कुमार, रितु मितल, पतंजलि योग समिति के प्रतिनिधि सत्यपाल, शिक्षा विभाग के रघुबीर, रमेशचंद्र, भगतसिंह मोर, ओमप्रकाश, देवेंद्र, राजेंद्र, सुशीला, सुनीता, सरेंद्र शिव चरण, अनिता, डाॅ0 शमशेर सिंह सहित अन्य अध्यापक उपस्थित थे।

PU Syndicate Meeting

Panjab University in its Syndicate meeting held here today took up all
the 24 agenda items.

 At the outset Prof. Raj Kumar, Vice Chancellor, Panjab University informed that in a move towards digitization, Tablet Computers will be provided to Syndicate members which will also save the usage of paper.

The Syndicate approved the benefit of Basic Pay +GP+DA to the daily wage
employees appointed on DC rates after December 2008 in view of the
legal opinion, pursuant to recommendation of the Board of Finance (BoF). The Syndicate approved the implementation of the proposal that an employee be allowed minimum pay scale of the post as and when he/she will completes 10 years of the service in the University.

 The Syndicate approved the agenda items related to extensions
in terms of various appointments of PU faculty.


        The Syndicate approved contractual term of appointment of Ms.
Navdeep Sharma, Programme Coordinator, NSS for the period of one year w.e.f. 1st July 2019 on the same terms and conditions.

The Syndicate extended the terms of Deans/Associate Deans namely Prof. Emanual Nahar, Dean Student Welfare(M), Prof. Neena Capalash, Dean Students Welfare (W) and Prof. Ranjan Kumar, Associate Dean Students Welfare beyond 31st May 2019 till the meeting of the Senate is convened. However, PU VC gave his strong reservation for recommending their names for the term beyond 31st May 2019.

 In the 2nd day of the National Workshop on “Leadership for Sustainable 
Environments” conducted by UGC- Human Resource Development Centre, Panjab University, Chandigarh and sponsored by Centre for Academic Leader and Education Management (CALEM), MHRD, Department of Education, Panjab University, Chandigarh experts of different hues came together. Professor R.K. Sathpathi, Director, Indian Council of Social Science Research (ICSSR), North-Eastern Hill University, Shillong deliberated 
on the ‘Meaning of Leaders, Today’ in the right of different political theories.

Professor M Rajivlochan, former Director of Internal Quality Assurance Cell (IQAC), Panjab University, Chandigarh shared his opinion and experiences on Quality of Leadership in Higher Education Institutes.  His insights on managing conflicts within the departments were appreciated by the faculty who work amidst vulnerable situations in workplaces within the collegial administrative framework of academic institutions.

Skills and competencies of leadership can be learnt and must be learnt by a 
teacher because the teacher by default is a leader in the classroom and even in the community.  Professor Harpreet Chhabra, Professor in Psychology, Panjab University, Chandigarh familiarized participants with hands-on-leadership.

Prem Bhatia Memorial scholarship for SCS students

Annual scholarships for Mass Communication students started by Prem Bhatia Memorial Trust.

Two students pursuing Masters in Journalism and Mass Communication from the School of Communication Studies, Panjab University have been awarded a scholarship of Rs 20,000 each by the Prem Bhatia Memorial Trust. The 24 year old trust has begun an annual scholarship on need cum merit basis.  

 The two students who have been selected by the academic committee of the department are Krishma, a final year student and Suraj Munjal, a first year student for the award of scholarship this year. Mr. Anand Bhatia, the president of the trust said, The trust is extremely happy to collaborate with the School of Communication Studies, to encourage the students to pursue dreams in the field of journalism.

The Prem Bhatia Memorial Trust was founded in 1995 in memory of the eminent journalist Prem Bhatia. The trust works for improvement of journalism standards in the country. Each year, the trust gives two awards, outstanding political reporting of the year and outstanding environmental reporting of the year, decided by independent juries, specially constituted for this purpose. This scholarship has been instituted by the trust to encourage budding journalists.

 Guru Ravidass Chair for Sant Sahitya Studies Panjab University, organized a two day national seminar on the topic “Sri Guru Nanak Dev: Bani, Philosophy and Contemporary Society on 27-28.05.2019 to commemorate the 550th Birthday of Guru Nanak Dev Ji. The seminar was inaugurated by Prof. Shanker Ji Jha, DUI, Panjab University. He discusses that Guru Nanak Dev Ji was the first Sikh Guru and founder of the faith, should be commemorated with faith and knowledgeable articulations both in academia and social spaces. Dr. Subhash Sharma, Director Hindustan Cooper Ltd. highlights Guru Ji’s service to humanity without any self-interest. In the key Note address Prof. Gurmit Singh, former professor and Dean faculty of languages Guru Nanak Dev University and in Presidential Address Prof. Karamjit Singh, Registrar, Panjab University explained the 
role of Guru ji’s bani and philosophy in the making of secular and tolerant balanced Indian society. The first session was presided by Prof. Nandita and Prof. VK Alankar and Dr. Shiwani Sharma portrayed impact of the philosophy and teaching of Guru Nanak dev.  The other speakers give their views are Prof. Gurmukh Singh, Prof. I.D. Gaur, Dr. Manjinder Singh, Dr Baljit Singh, Dr. Jasbir Singh,Dr.Avtar Singh and Dr Nirmal Singh. 

 The seminar was attended by the large no. of delegates and Chairperson of Guru Ravidas Chair, Prof. Gurpal Singh gave thanks to the guests and delegates.
