The Department of Defence and National Security Studies, Panjab University, Chandigarh organised a special lecture on the theme ““Deterrence and Decision making for war in the Indian Context: An analytical study” by Lt. Gen. J. S. Cheema (Retd.) on July 5, 2019. He has retired as Deputy Chief of Army Staff (Information System and Training). Prior to that, he was Director General of Infantry in Integrated Headquarters of Ministry of Defence. In the lecture, he highlighted the close linkages between deterrence and decision making. He amplified that the deterrence prevents war while decision manifest in employment of military force to wage a war. The failure of deterrence leads to decision to war.
To drive his message home, he analyses four war fought and Operation Parakram undertaken by the Indian military forces. He points out the 1947-48 war was chiefly driven by the British strategic interests where in Lord Mountbatten, the governor general assumed the chairmanship of the Defence Committee of the Cabinet, which is the prerogative of the PM. The 1962 war was impacted by serious military civil disconnect and lack of adequate military capabilities. China’s decision for war was driven by personnel interests of Mao Tse Tung to claim the Asian leadership and downplay PM Nehru. The Indian political leadership in 1965 displayed the resolve to take the war into Pakistan, however it did not employ Navy and restrictions were placed on the Indian Airforce. Still the Indian Armed forces achieved remarkable victory though more was achievable.
He particularly said and emphasized that 1971 war the masterpiece of Indian political and military decision making. This was the result of India’s astute decision making that displayed political resolve and military capability. By postponing the military operations to December 1971, India very assiduously won perception battle at the world stage and provoked Pakistan to launch airstrike on December 3, 1971. Thereafter the Indian Armed Forces executed the meticulously planned military operations with great acumen thus securing the surrender of Pakistan Army on December 16, 1971. While taking about Kargil war, the decision of not crossing the LOC was intended to win the international community but it impacted the conduct of tactical operations by both the Army and the Airforce. Finally, on the Parakram operations, he said it was an emotional decision carried out without cost benefit analysis and exploring various alternatives. He summarised by saying that India needs empowerment and coherence in the Civil-military leadership to have effective deterrence and efficient decision making in case of any eventuality.

Panjab University is organising a Joint Summer School on the theme of Renewable energy from July 8-26 July, 2019 in which students from Stony Brook University New York, US are going to participate.
During the same time under global exchange program Students of PU are going to Strasbourg, France for attending Summer School to be conducted by Nottingham Law School of Nottingham Trent University, UK. Six students from different departments have been selected through selection process by the Office of Dean International Students PU. These students will represent Panjab University in this summer school which will start on 7th July 2019 and finish on 13th July 2019.
The purpose of this summer school programme is to introduce the students to the concept of European Human Rights and to provide practical examples of when these rights are breached. The programme also looks at Human Rights from a non-European perspective and there is also focus on Health Rights, such as the right to life and other bio-ethical issues. The course provides valuable academic and wider learning for the students.

In the true meaning of Industry-Academia collaboration and innovation, Dr. Rohit Sharma, Chairperson, Department of Microbial Biotechnology, Panjab University, Chandigarh was successfully granted a patent entitled “Lipase/esterase- catalysed synthesis of alkyl esters by trans esterification for a term of 20 years in accordance with the provisions of the Patent Act, 1970.
Dr. Rohit Sharma and his research group has been working on the enzyme, lipase for 15 years that has led to another achievement in the name of the University and the scientist. Lipase as an enzyme is extremely flexible with regard to its applications and market value, which is huge. Lipase is used for the production of biofuels and a large number of other products like edible flavours, intermediates for pharmaceuticals having massive societal impact. It also has large industrial applications ranging from healthcare to food industry.
He further informed that they have developed and designed a process that synthesises esters (for Biofuel) and flavouring agents using this novel enzyme that trans-esterifies the substrate into a useful molecule, Fatty Acid Methyl Esters.
The invention provides a novel bacterial strain useful for producing methyl esters and the process for same.” said Dr. Rohit Sharma.
He has been very working in collaboration with the industry for over a decade now. He also has a number of national and international linkages and recognitions in the field of Microbial Biotechnology.
Promoting innovation and the importance of intellectual property among the students of the University Dr. Rohit Sharma is also heading BioNEST (Bioincubator) at Panjab University. Panjab University is amongst the lead University in being granted the pre-incubation and incubation space. He has also been awarded the Pfizer-IIT Intellectual Property award 2018. Ms. Jasjeet Kaur, Dr. Vishal Thakur, Nils Kare Birkland and Mr. S.K Rana were part of the research group.

पाकिस्तान द्वारा अपनी हवाई क्षेत्र को भारत के लिए बंद करने से भारतीय विमानन कंपनियों को 548 करोड़ का घाटा हुआ है।
पाकिस्तान ने हाल में ही अपने हवाई क्षेत्र को बंद रखने की समय सीमा 12 जुलाई तक बढ़ा दी है। बालाकोट में भारतीय वायुसेना की एयर स्ट्राइक के बाद पाकिस्तान ने अपना हवाई क्षेत्र को बंद कर रखा है।
इस कारण खाड़ी देशों, पश्चिम-मध्य एशिया सहित कई देशों को जाने वाली भारतीय एयरलाइंस की फ्लाइट को अरब सागर का चक्कर लगाते हुए जाना पड़ रहा है। पाकिस्तान के वायुसीमा बंद करने से भारतीय एयरलाइंस को नुकसान उठाना पड़ रहा है।
हाल में ही जी-20 में भाग लेने के लिए प्रधानमंत्री नरेंद्र मोदी भी पाक वायुसीमा से न होकर अरब सागर और ओमान होते हुए किर्गिस्तान की राजधानी बिश्केक पहुंचे थे। हालांकि पाक ने उनके विमान को अपने देश के उपर से होकर जाने के लिए अनुमति दे दी थी।
नागरिक उड्डयन राज्यमंत्री हरदीप सिंह पुरी ने राज्यसभा में एक प्रश्न के उत्तर में बताया कि पाक हवाई क्षेत्र के बंद होने से 2 जुलाई तक भारतीय विमानन कंपनियों को हुआ 548 करोड़ का घाटा हुआ।
जिसमें 2 जुलाई एयर इंडिया को 491 करोड़, 31 मई तक इंडिगो को 25.1 करोड़ और 20 जून तक स्पाइस जेट को 30.73 करोड़ और गोएयर को 2.1 का घाटा हुआ।

मोदी सरकार (Modi Govt) के दूसरे कार्यकाल का पहला बजट आज सुबह 11 बजे वित्त मंत्री निर्मला सीतारमण (Nirmala Sitharaman) पेश करने वाली हैं।
आज सुबह वो अपने आवास से सबसे पहले वित्त मंत्रालय (Finance Ministry) के लिए रवाना हुईं। जहां उन्होंने बजट से जुड़ी कॉपियां अपने ब्रीफकेस (Briefcase) में रखी। जिसे बजट ब्रीफकेस (Budget Briefcase) भी कहा जाता है।
लेकिन इस बार महिला वित्त मंत्री ने बजट ब्रीफकेस नहीं दिखाया। लेकिन उनके हाथ में एक नया मखमली लाल कपड़े में लिपटी बजट कॉपियां नजर आईं, इस लाल कपड़े के ऊपर अशोक स्तंभ का चिन्ह दिख रहा है। इसी के अंदर बजट की कॉपियां हैं। इस बार बजट की तस्वीर नई नजर आई हैं।
बजट ब्रीफकेस की शुरुआत ब्रिटिश काल से शुरू हुई थी। बजट वाली दिन पहले चमड़े की बैग या ब्रीफकेस के साथ वित्त मंत्री संसद भवन पहुंचते हैं।
आजादी के बाद पहले वित्त मंत्री आरके शानमुखम चेट्टी लेदर के थैले के साथ संसद भवन पहुंच थे। उसके बाद कई दशकों तक यहीं थैला लेकर वित्त मंत्री पहुंचते थे।
इस बजट ब्रीफकेस में देश के वित्त वर्ष का आर्थिक स्थिति का लेखा-जोखा होता है।
थैले से ब्रीफकेस में बदलने की परंपरा को पूर्व प्रधानमंत्री और वित्त मंत्री मनमोहन सिंह ने तोड़ा और सूट बूट के साथ नया चमड़े का ब्रीफकेस लेकर संसद पहुंचे और देश का बजट पेश किया।
मनमोहन सिंह के बाद 2019 के अंतरिम बजट तक इसी चमड़े का ब्रीफकेस में बजट की कॉपियां आई लेकिन मोदी सरकार के दूसरे कार्यकाल का पहले बजट का ब्रीफकेस थोड़ा सा बदला हुआ नजर आ रहा है।

बुधवार देर रात करीब 2:30 बजे एक भीषण एक्सीडेंट हो गया, जिसमे दो लोगों की मौत हो गई।दोनों भंगड़ा आर्टिस्ट थे। दरअसल एक बाइक पर सवार होकर तीन चचेरे भाई बुधवार रात को कला ग्राम मनीमाजरा से रात करीब 2:30 बजे एक प्रोग्राम ख़त्म करके अपने घर आ रहे थे।
जैसे ही वह सेक्टर 16 / 17 डिवाइडिंग रोड के पास पहुंचे तो उनकी बाइक स्लिप कर गई। जहां स्लिप करने के बाद बाइक वहां लगे इलेक्ट्रिक पोल से जा टकराई। इस हादसे में दो लोगों की मौत हो गई जबकि एक गंभीर रूप से घायल हो गया।

पर्यटन विभाग द्वारा कृषि एवं बागवानी विभाग के सहयोग से 6 से 7 जुलाई तक यादविंद्रा गार्डन पिंजौर में 28वें मैंगों मेले का आयोजन किया जायेगा।
यह जानकारी देते हुए अतिरिक्त उपायुक्त उत्तम सिंह ने बताया कि 6 जुलाई को सायं 5 बजे इस दो दिवसीय मैंगो मेला का उद्घाटन पर्यटन एवं शिक्षा मंत्री रामबिलास शर्मा करेंगे। इस कार्यक्रम में कालका की विधायक श्रीमती लतिका शर्मा और हरियाणा पर्यटन काॅरपोरेशन के चेयरमैन जगदीश चोपड़ा भी विशेषतौर पर उपस्थित रहेंगे।
उन्होंने बताया कि यह मेला 6 जुलाई को प्रातः 10 बजे से विभिन्न कार्यक्रमों के साथ आरंभ कर दिया जायेगा और विधिवत उद्घाटन सायं 5 बजे होगा। उन्होंने बताया कि 6 जुलाई को प्रातः 10 बजे स्कूल के बच्चों द्वारा एकल नृत्य, 10.30 बजे रंगोली, 11 बजे फेस पेंटिंग, 11.30 बजे आम चूसने जैसी प्रतियोगिताएं करवाई जायेंगी। उन्होंने बताया कि सायं 5 बजे उद्घाटन के दौरान 6 बजे विख्यात कलाकारों द्वारा कार्यक्रम प्रस्तुत किये जायेंगे।
इसी प्रकार 7 जुलाई को प्रातः 10.30 बजे स्कूली बच्चों का सामुहिक नृत्य, 11 बजे चित्रकला प्रतियोगिता, 12 बजे फेंसी ड्रेस प्रतियोगिता, 12.30 बजे आम चूसने की प्रतियोगिता आयोजित की जायेगी। उन्होंने बताया कि इस दिन सायं 5 बजे कृषि मंत्री ओमप्रकाश धनखड़ समापन समारोह में विजेता बच्चों और मैंगो मेला के विजेता प्रतिभागियों को सम्मानित करेंगे तथा उसके उपरांत कलाकारों द्वारा रंगारंग सांस्कृतिक कार्यक्रम प्रस्तुत किया जायेगा।

मुख्यमंत्री श्री मनोहरलाल आज सेक्टर-7 में पत्रकारिता के स्तंभ राधे श्याम शर्मा के आवास पर पंहुचे और उनके स्वास्थ्य की जानकारी प्राप्त की। मुख्यमंत्री ने उनके शीघ्र स्वस्थ होने की कामना की और परिजनों से राधे श्याम शर्मा के स्वास्थ्य पर चर्चा की। मुख्यमंत्री के साथ वित मंत्री कैप्टन अभिमन्यु और स्थानीय विधायक एवं मुख्य सचेतक ज्ञानचंद गुप्ता ने भी राधे श्याम शर्मा के शीघ्र स्वस्थ होने की शुभकामनायें दी।
मुख्यमंत्री ने परिजनों से बातचीत के दौरान कहा कि राधे श्याम शर्मा का पत्रकारिता के साथ साथ राष्ट्रीय स्वयं संघ के कार्यों में भी अभूतपूर्व योगदान रहा है। उन्होंने कहा कि राधे श्याम शर्मा न केवल एक विख्यात लेखक और विचारक है बल्कि निष्पक्ष पत्रकारिता के लिये भी उन्हें सभी लोग विशेष सम्मान देते है। राधे श्याम शर्मा ने मुख्यमंत्री व भाजपा के अन्य वरिष्ठ नेताओं तथा विभिन्न राजनैतिक दलों के नेताओं से जुड़े अपने संस्मरण बताये। राधे श्याम शर्मा लगभग पिछले पांच महीने से अस्वस्थ चल रहे है और पंचकूला के कई निजी अस्पतालों से उनका उपचार चलता रहा है। अब पिछले एक सप्ताह से वे अपने आवास स्थान पर रह रहे है।
लगभग 87 वर्षिय राधे श्याम शर्मा के सपुत्र अशोक शर्मा व अन्य परिजनों ने मुख्यमंत्री और वित मंत्री को बताया कि राधे श्याम शर्मा बचपन से ही राष्ट्रीय सेवक संघ से जुड़े रहे है। वे वर्ष 1978 में दैनिक ट्रिब्यून समाचार पत्र के फाउंडर संपादक रहे और माखन लाल चतुर्वेदि विश्वविद्यालय भोपाल के संस्थापक, वाईस चांसलर रहे और पंजाब विश्वविद्यालय, बनारस हिंदू विश्वविद्यालय, कुरूक्षेत्र विश्वविद्यालय सहित देश के अन्य विश्वविद्यालयों के पत्रकारिता के विजिटिंग प्रोफेसर रहे। इसके अलावा दैनिक भास्कर और दिव्य हिमाचल समाचार पत्रों के एडिटोरियल एडवाईजर भी रहे।
इस मौके पर विधायक ज्ञानचंद गुप्ता, अतिरिक्त उपायुक्त उत्तम सिंह, पुलिस उपायुक्त कमलदीप गोयल, भाजपा के जिलाध्यक्ष दीपक शर्मा, भाजपा के वरिष्ठ पदाधिकारी विशाल सेठ सहित अन्य गणमान्य व्यक्ति मौजूद रहे।

प्रधानमंत्री फसल बीमा योजना के तहत वर्ष 2016 से लेकर वर्ष 2018 तक पंचकूला जिला के 3157 किसानों को लगभग 3 करोड़ रुपये की राशि नुकसान क्षतिपूर्ति के रूप में उपलब्ध करवाई जा चुकी है।
यह जानकारी देते हुए कृषि उपनिदेशक वजीर सिंह ने बताया कि इस वर्ष जो किसान प्रधानमंत्री फसल बीमा योजना में पंजीकरण करवाना चाहते है वे 15 जुलाई तक आॅन लाईन आवेदन कर सकते है। उन्होंने बताया कि पंचकूला जिला में फसलों के नुकसान की भरपाई के लिये एग्रीकल्चर इंश्योरेंस कंपनी आॅफ इंडिया लिमिटिड को अधिकृत किया गया हैं। इस योजना में धान, मक्का, बाजरा और कपास उगाने वाले किसान पंजीकरण करवा सकते है। उन्होंने बताया कि पंजीकृत किसानों को नुकसान क्षतिपूर्ति के साथ साथ प्राकृतिक आपादाओं ओलावृष्टि, जलभराव, भू स्ंखलन, बादल फटने, प्राकृतिक कारणों से लगी आग की स्थिति में नुकसान का मुआवजा दिया जाता हैं। उन्होंने कहा कि जिन किसानों ने कृषि ऋण नहीं लिया है, वे अपने नजदीकी बैंक अथवा काॅमन सर्विस सेंटर से संपर्क करके फसल बीमा में पंजीकरण करवा सकते है।
डाॅ. वजीर सिंह ने बताया कि वर्ष 2016 खरीब फसल में 688 किसानों को 42 लाख रुपये, 2016-17 रबी की फसल में 434 किसनों को 38 लाख रुपये, खरीफ 2017 में 453 किसानों को 24.67 लाख रुपये, रबी 2017-18 में 492 किसानों को 50.75 लाख रुपये, 2018 खरीफ सीजन में 317 किसानों को 43.49 लाख रुपये के नुकसान की क्षतिपूर्ति राशि उपलब्ध करवाई गई है। इसी प्रकार खरीफ 2018 में स्थानीय प्राकृतिक आपदा में हुए नुकसान के कारण 343 किसानों को 1 करोड़ 8000 रुपये की मुआवजा राशि उपलब्ध करवाई गई । उन्होंने बताया कि वर्ष 2018-19 में 467 किसानों ने स्थानीय आपदाओं के नुकसान की क्षतिपूर्ति के लिये आवेदन किया है और इन किसानों को भी गत वर्ष के लिये अधिकृत ओरिंटल इंसोरेंस कंपनी द्वारा मुआवजे का भुगतान जल्द कर दिया जायेगा।
