उपायुक्त डॉ0 बलकार सिंह ने बताया कि जिला में गेहूं की कटाई का कार्य अंतिम चरण पर है। उन्होंने बताया कि 15 मई तक जिला की तीनों अनाजमंडियों में 53430 टन गेहूं की खरीद की जा चुकी है।
उन्होंने बताया कि इस अवधि तक बरवाला अनाजमंडी में 23625 टन, पंचकूला अनाजमंडी में 9823 टन तथा रायपुररानी अनाजमंडी में 19982 टन गेहूं खरीदा जा चुका है। उन्होंने बताया कि गेहूं की खरीद हैफेड और हरियाणा भंडारण निगम द्वारा की जा रही है। हैफेड द्वारा 15 मई तक 43660 टन गेहूं खरीदी गई हैं जबकि हरियाणा भंडारण निगम द्वारा इस अवधि तक 9823 टन गेहूं की खरीद की है। उन्होंने बताया कि खरीदे गये अनाज को मंडियों से साथ की साथ उठवाया जा रहा है और अब तक 50440 टन गेहंू का उठान किया जा चुका है।

यह जानकारी देते हुए जिला विधिक सेवा प्राधिकरण के एक प्रवक्ता ने बताया कि इन शिविरों में मुख्य न्यायदंडाधिकारी विवेक गोयल और एडवोकेट योग्यदत्त शर्मा कानूनी पहलुओं की जानकारी देंगे। उन्होंने बताया कि 20 मई को प्रातः 10 बजे राजकीय वरिष्ठ माध्यमिक विद्यालय टिक्कर में इस तरह का शिविर लगाया जायेगा, जिसमें एडवोकेट योग्यदत्त शर्मा कानूनी पहलुओं पर चर्चा करेंगे। इसी प्रकार 23 मई को प्रातः 11 बजे ब्लूबर्ड स्कूल सेक्टर-16 पंचकूला में आयोजित होने वाले शिविरों में मुख्य दंडाधिकारी विवेक गोयल और बाल संरक्षण के राज्य समन्वयक पुनीत शर्मा बच्चों के अधिकारों से जुड़े कानूनी पहलुओं की जानकारी देंगे।

ऋषिकेश के कोडियाल में पांच दिवसीय रिवर राफटिंग कैंप का आयोजन किया जाएगा। खेल विभाग हरियाणा द्वारा कैंप के लिए प्रत्येक जिला से चार-चार युवतियों का चयन किया जाएगा। इसी कड़ी में सिरसा जिला की युवतियों के लिए स्थानीय शहीद भगत सिंह स्टेडियम में 21 मई को प्रात: 10 बजे साक्षात्कार का आयोजन किया जाएगा।
जिला खेल एवं युवा कार्यक्रम विभाग के वालीवाल प्रशिक्षक कृष्ण कुमार बैनीवाल ने बताया कि एक से 5 जून तक कोडियाल, ऋषिकेश (उत्तराखंड) में युवतियों के लिए रिवर राफटिंग कैंप का आयोजन करवाया जा रहा है। खेल विभाग की ओर से हर जिला से चार-चार युवतियों का चयन रिवर राफटिंग कैंप के लिए जाना है। इसके लिए शहीद भगत सिंह में 21 मई को साक्षात्कार रखा गया है। कोई भी इच्छुक युवती जो रिवर राफटिंग कैंप में भाग लेने की इच्छुक है, वो निर्धारित तिथि को प्रात: 10 बजे शहीद भगत सिंह स्टेडियम में पहुंचें।

Every year 15th may is celebrated as WOHD to marks the signing of the World Federation of Orthodontist’s (WFO) charter in 1995 during the 4th International Orthodontic Congress® in San Francisco. World Orthodontic Health Day is designed to tie the WFO’s past and future together.
The winner and consolation prize winner of the Creative Writing Competition will now be provided free of Cost (No Hospital charges) and immediate orthodontic treatment respectively. The consolation prize winners will be provided immediate orthodontic treatment. It is pertinent to mention that for orthodontic treatment there is a long waiting list and the above prize winner will be immediately taken for treatment without waiting. The department of orthodontics has last year also conducted the Painting competition to mark the occasion of World Orthodontic Health Day (WOHD). Shiyana, a UGC – Research Fellowship in Sciences for meritorious students (RFSMS) fellow pursuing PhD under the supervision of Prof. Kanwaljit Chopra, Chairperson, University Institute Pharmaceutical Sciences (UIPS), and Professor, Pharmacology Division, UIPS, Panjab University has brought laurels to the name of the University. She was awarded the prestigious European Molecular Biology Organization (EMBO) Short Term Fellowship (€ 6252.00) for a period of 3 months from 15 January to 15 April 2019 to conduct circadian research at the Department of Neurohumoral Regulations, Czech Academy of Sciences, Prague, Czech Republic. The fellowship included subsistence and travel allowance.
She studied the impact of constant artificial light and food intake in the night time on our biological clock in rat brain and ileum. Her research work elucidated the importance of minimizing the exposure to artificial light in the night time and restricting the food intake during the daytime for our good health.

IAS Centre, Panjab University conducted mock interviews for the candidates of PCS Executive and Assistant Commandant, Central Armed Police Forces on 15th May. The panellists for the mock interviews comprised of Lt. Gen. PK Grover, former Chief Western Command, Dr. Krishan Mohan, former Home Secretary, Haryana, Prof. Anil Monga, Prof. Parmjit Kaur, Director, IAS Centre and Dr. Shruti Bedi, Coordinator, IAS Centre.
The candidates were suitably interviewed and grilled for the upcoming interviews. The were asked questions on the situation existing in Punjab and the issues confronting the bureaucracy in the State. The candidates for the Police Forces were questioned about the role of police and on the reasons of the problems being faced by the police forces.
Each candidate was interviewed for at least half an hour. They were also give feedback as to how to improve their presentation and answers. The candidates greatly benefited from the session. These interviews being conducted by the IAS Centre, Panjab University is the second in the series.

एनजीटी के आदेशों पर तेजी, ठोस कचरा प्रबंधन पर मंथन
उपायुक्त प्रभजोत सिंह ने कहा कि राष्ट्रीय हरित प्राधिकरण (एनजीटी) के निर्देशानुसार ठोस अपशिष्टï प्रबंधन की उचित व्यवस्था करना बेहद जरुरी है। आवासीय, औद्योगिक या अन्य संस्थानों से काफी मात्रा में कचरा उत्पन्न होता है, इसलिए अधिकारी यह सुनिश्चित करें कि उसमें ठोस कचरा निपटान और सीवेज ट्रीटमेंट की सुचारु व्यवस्था हो। एनजीटी के नियमों के अनुरूप कचरा निपटान सुनिश्चित करना अधिकारियों का दायित्व है।
उपायुक्त ने पॉलिथीन बैन को कड़ाई से पालन करने का अधिकारियों को निर्देश दिया, ताकि प्रदूषण को कम किया जा सके। इसके लिए लोगों में जागरूकता लानी बहुत जरूरी है। प्रचार-प्रसार के माध्यम से पॉलिथीन बैन को हर हाल में सफल बनाया जाना है। उन्होंने सभी कार्यकारी अधिकारी नगर परिषद / पालिका को निर्देश दिये कि दुकानदारों को पॉलिथीन न रखने बारे जागरुक करें। साथ ही दुकानदार अपने दुकान के आगे फ्लेक्स या पोस्टर लगा कर लोगों को पॉलिथीन का प्रयोग न करने बारे भी आमजन को प्रेरित करने के लिए कहें और आमजन को कपड़े के बने थैले का उपयोग करने के लिए कहें।
अब तक नगर परिषद सिरसा द्वारा पॉलिथीन रखने वाले दुकानदारों तथा खुले में कूड़ा कर्कट जलाने वालें 39 व्यक्तियों के चालान काटे जा चुके हैं तथा एक लाख रुपये का जुर्माना लगाया गया है। नगर परिषद डबवाली द्वारा 26 चालान किये गए हैं और 15 व्यक्तियों को नोटिस जारी किये गए हैं। नगर पालिका कालांवाली द्वारा 22 चालान किये गए, 2 नोटिस जारी किये गए और 5800 रुपये की रिकवरी भी की गई। नगर पालिका रानियां द्वारा 21 चालान किये गए, 6 नोटिस जारी किये गए और 6700 रुपये की रिकवरी की गई। नगर पालिका ऐलनाबाद द्वारा 21 चालान किये गए, 2 हजार रुपये की रिकवरी की गई। इसके अलावा 7 निजी हस्पतालों की भी कूड़ा कर्कट प्रबंधन की जांच कि गई, इनमें कुछ हस्पतालों में सामान्य कूड़े के साथ वेस्ट मेडिसन पाई गई, जिस पर उन्हें नोटिस जारी किया गया।
सीवरेज की सफाई उपरांत, जनस्वास्थ्य विभाग ही करेगा अपशिष्टï का निदान
उपायुक्त ने कहा कि यदि कोई व्यक्ति चालान किये जाने के बाद चालान की राशि जमा नहीं करवाता तो उसके खिलाफ एफआईआर दर्ज करवाएं। उन्होंने कहा कि खुले में कूड़ा कर्कट जलाने वाले व्यक्तियों के तुरंत चालान करें। जिला के सभी नगर पालिका /परिषद क्षेत्रों के डंपिंग ऐरिया में सीसीटीवी कैमरे लगाए जा चुके हैं। उपायुक्त ने संबंधित अधिकारियों को निर्देश दिये कि डोर टू डोर कूड़ा उठवाएं। उन्होंने प्रदूषण बोर्ड के अधिकारियों को निर्देश दिये कि वे समय-समय पर अपने अधीन क्षेत्रों का निरीक्षण कर आवश्यक कार्यवाही करें। उन्होंने कार्यकारी अभियंता जनस्वास्थ्य विभाग को निर्देश दिये कि सीवरेज लाईन की सफाई उपरांत निकलने वाले अपशिष्टï को तुरंत उठवाएं ताकि गंदगी न फैले।
फसल अवशेष जलाने वालों के रजिस्ट्री संबंधी कार्य पर लगेगी रोक
तत्पश्चात उपायुक्त प्रभजोत सिंह ने संबंधित एसडीएम को निर्देश दिये कि वे अपने-अपने क्षेत्रों में यह सुनिश्चित करें कि कोई भी व्यक्ति गेहूं कटाई उपरांत फसल अवशेष को आग न लगाएं। उन्होंने कृषि विभाग को निर्देश दिये कि वे क्षेत्रिय अधिकारियों की मदद से लोगों को फसल अवशेष न जलाने बारे जागरुक करें। साथ ही पटवारियों से भी इस बारे रिपोर्ट प्राप्त करें। उन्होंने कहा कि राष्ट्रीय हरित प्राधिकरण के आदेशानुसार फसल अवशेष जलाने पर कड़ा प्रतिबंध है। यदि कोई ऐसा करता पाया जाता है तो उनके खिलाफ तुरंत कार्यवाही करते हुए जुर्माना लगाएं तथा ऐसे व्यक्तियों की रजिस्ट्री से संबंधित कार्य भी रोकें। उन्होंने कहा कि फसल अवशेष जलाने से पर्यावरण प्रदूषण होता है, बीमारियां फैलती है, भूमि का उपजाउपन भी नष्टï होता है तथा पशुओं के लिए चारे की भी कमी आती है। इस बारे लोगों को अधिक से अधिक जागरुक करने के निर्देश दिये।
