पीएम किसान योजना की 7वीं किस्त, एक दिसंबर से किसानों के खातों में डलना शुरू हो जाएगी !

दिल्ली,27 नवंबर: प्रधानमंत्री किसान सम्मान निधि स्योजना की सातवीं किस्त एक दिसंबर से किसानों के खातों में डलना शुरू हो जाएगी। यह राशि दो-दो हजार रुपये की तीन किस्तों में दी जाती है। पीएम किसान सम्मान निधि के तहत हर किस्त चार महीनों के अंतराल में किसानों के खाते में ट्रांसफर की जाती है।

इस योजना के तहत पहली किस्त 1 दिसंबर से 31 मार्च के बीच जारी की जाती है। दूसरी किस्त 1 अप्रैल से 31 जुलाई और तीसरी किस्त 1 अगस्त से 30 नवंबर के बीच में किसानों के खाते में ट्रांसफर की जाती है। गौर हो कि केन्द्र की नरेन्द्र मोदी सरकार गत 23 महीनों में 11.17 करोड़ किसानों के बैंक खातों में 95 करोड़ से अधिक राशि डाल चुकी है। अब सरकार इस योजना के तहत दो हजार रुपये की सातवीं किस्त किसानों के खातों में डालने की तैयारी कर रही है।

Dr. Naveen Kumar, Programme Officer, NSS, Panjab University formally welcomed and introduced the dignitaries among more than 200 attendees.

 Prof. Devinder Singh of department of Laws, the key speaker of the event enlightened the participants about the efforts, hardwork and struggle behind the coming up of the Constitution of India. The constitution has given us various institutions, principles and many things. For common man, we have been given the rights and duties. Fundamental rights are enforceable however duties are advisory in nature. Prof. Singh apprised the audience with the fact that duties were incorporated subsequently after due deliberations during review process at later stage.  Participants were made to understand that we have a duty towards environment, culture and therefore, we shall respect and appreciate our constitution, nation and culture. It was deliberated that Citizens have become right centered during recent times, but forgot that in the rights, duties are hidden, and duties and rights go hand in hand. Recent example of pandemic times was used to substantiate the argument that one shall think of contributing during the testing times. One should have sense of social responsibility while performing our duties so as to satisfy the right demands of the citizens. At last, the speaker advised that as a teacher, one should contribute by way of his knowledge so as to make future generations responsible.

प्रधानमंत्री फसल बीमा योजना के लिए 31 दिसंबर तक करें आवेदन : डा. बाबूलाल

सिरसा, 27 नवंबर।


                हरियाणा सरकार की अधिसूचना के अनुसार प्रधानमंत्री फसल बीमा योजना के तहत जिला में एग्रीकल्चर इंश्योरेंस कंपनी को फसल बीमा के लिए अधिकृत किया गया है, जिसमें रबी फसलों के लिए गेहूं, चना, जौ, सरसों व सूरजमुखी को लिया गया है। इसमें किसान को बीमा करवाने के लिए प्रति एकड़ निर्धारित राशि वहन करनी होगी। फसलों का बीमा करवाने की अंतिम तिथि 31 दिसंबर 2020 निर्धारित की गई है।


                इसी कड़ी में उप निदेशक कृषि डा. बाबूलाल व एग्रीकल्चर इंश्योरेंस कम्पनी के जिला प्रबंधक संदीप चोयल ने शुक्रवार को उप निदेशक कृषि कार्यालय से जागरुकता रथ को झंडी दिखाकर रवाना किया। इस अवसर पर उपमंडल कृषि अधिकारी सिरसा व डबवाली, गुण नियंत्रण निरीक्षक, सिरसा व कृषि विभाग के अन्य अधिकारियों सहित एग्रीकल्चर इंश्योरेंस कम्पनी के अधिकारी मौजूद थे।

डा. बाबूलाल ने बताया कि वर्ष 2020-21 की रबी फसलों की प्रिमियम राशि गेहूं फसल के लिए 390 रुपये, चना के लिए 195 रुपये, जौ के लिए 255 रुपये, सरसों के लिए 262.50 रुपये व सूरजमुखी के लिए 255 रुपये प्रति एकड़ की दर से किसान द्वारा बीमा करवाने के लिए वहन करना होगा तथा गेहूं के लिए 26,000.27 रुपये, चना के लिए 13,000.13 रुपये, जौ के लिए 17,000.05 रुपये, सरसों के लिए 17,500.24 रुपये व सूरजमुखी के लिए 17,000.05 रुपये प्रति एकड़ बिमित राशि देय होगी। उन्होंने बताया कि बीमा करवाने की अंतिम तिथि 31 दिसंबर 2020 निर्धारित की गई है। उन्होंने बताया कि ऋणी किसान जो योजना में शामिल नहीं होना चाहते वे 24 दिसंबर 2020 तक स्वयं हस्ताक्षरित घोषणा पत्र अपने संबंधित बैंक शाखा में जमा करवाएं और किसानों द्वारा जिस फसल की बुआई की गई है उसका विवरण संबंधित बैंक को देना जरुरी है। उन्होंने बताया कि ऋणी किसान अपनी इच्छानुसार अपनी बैंक शाखा व सीएससी के माध्यम से 31 दिसंबर 2020 तक रबी फसल के लिए बीमा करवा सकते हैं। अधिक जानकारी के लिए किसान एग्रीकल्चर इंश्योरेंस कंपनी से भी संपर्क कर सकते हैं।

नशा मुक्त भारत अभियान की सफलता के लिए प्रत्येक व्यक्ति का सहयोग निहित : उपायुक्त प्रदीप कुमार

               उपायुक्त प्रदीप कुमार ने कहा कि नशा आज के समय में सबसे बड़ी चुनौती है, नशा न केवल शरीर का नाश करता है बल्कि यह सामाजिक बुराई व अपराध की जननी भी है। उन्होंने कहा कि केंद्र सरकार द्वारा नशा रुपी बीमारी को जड़मूल से खत्म करने के लिए नशा मुक्त भारत अभियान की शुरुआत की गई है। उन्होंने कहा कि जिला प्रशासन द्वारा विभागीय स्तर पर तो प्रयास किए जा ही रहे हैं साथ ही सामाजिक, धार्मिक संस्थाओं तथा युवा क्लबों को भी इससे जोड़ा जा रहा है। लेकिन जबतक जन-जन की भागीदारी नहीं होगी तबतक अभियान की शतप्रतिशत सफलता संभव नहीं है।


                उन्होंने आमजन से अपील की कि वे इस अभियान में अपना हर संभव योगदान दे ताकि जिला सिरसा पूर्णत: नशा मुक्त हो और जिला का युवा आगे बढ़ कर देश व समाज के उत्थान में अपना योगदान दे सके। उन्होंने कहा कि नशे को खत्म करने के लिए हम सबको मिलकर प्रयास करना चाहिए। नशा एक ऐसी बुराई है जो हमारे समुल जीवन को नष्ट कर देती है। नशे की लत से पीडि़त व्यक्ति परिवार से साथ-साथ समाज पर बोझ बन जाता है।

                उपायुक्त प्रदीप कुमार ने कहा कि जिला प्रशासन द्वारा स्थानीय नागरिक अस्पताल सिरसा व कालांवाली में नशा मुक्ति केंद्र चलाए जा रहे हैं। इन नशा मुक्ति केंद्रों पर निशुल्क ईलाज व काउंसलिंग की सुविधा उपलब्ध है। यदि आपके आसपास कोई भी व्यक्ति नशा करता है तो उसे अपने नजदीकी नशा मुक्ति केंद्र में पहुंचाने में सहयोग करें। उन्होंने कहा कि नशा मुक्त भारत अभियान में अभिभावकों की भी अहम भूमिका है। अभिभावक अपने बच्चों को नशे की बुराईयों से अवगत कवरा कर उन्हें इससे दूर रहने के लिए प्रेरित करें। उन्होंने कहा कि बच्चों से लगातार संवाद करना  नशे से दूर रखने का सबसे बेहतरीन उपाय है। इसके अलावा युवाओं का खेलों में रुझान बढ़ाएं ताकि उन्हें एक दिशा मिले और वे नशे रुपी दलदल से दूर रह कर अपना उज्जवल भविष्य बना सके।

नशा बिक्री करने वालों की हैल्पलाइन नंबर पर बेझिझक दें सूचना, तुरंत होगी कड़ी कार्यवाही : उपायुक्त प्रदीप कुमार

                उपायुक्त प्रदीप कुमार ने कहा कि जिला व पुलिस प्रशासन द्वारा जिला को नशा मुक्त बनाने के लिए हर संभव प्रयास किए जा रहे हैं। लेकिन इस समस्या को जड़मूल से खत्म करने के लिए सभी को प्रशासन का सहयोग करना होगा। उन्होंने कहा कि नशा बिक्री को रोकने के लिए आमजन को सहयोग भी जरुरी है। किसी भी व्यक्ति के आसपास नशा से जुड़े लोगों की जानकारी मिलती है, उसकी सूचना तुरंत पुलिस या प्रशासन को दें। उन्होंने कहा कि ऐसे लोगों की सूचना आमजन बेझिझक होकर दें। सूचना देने वालों के नाम उजागर नहीं किया जाएगा। उन्होंने कहा कि आमजन बगैर किसी डर के पुलिस प्रशासन के हैल्पलाइन नंबर 88140-11620, 88140-11626 व 88140-11675 अथवा जिला प्रशासन के नंबर 01666-248890 पर कॉल करके नशा बिक्री करने वाले लोगों के बारे में सूचित कर सकते है। सूचना देने वाले व्यक्ति का नाम गुप्त रखते हुए उसे पुरस्कृत किया जाएगा और नशा बेचने वाले व्यक्ति को किसी भी सूरत में बख्शा नहीं जाएगा।

The Inaugural Talk of the series on COVID-19 Pandemic: Dragon’s Fire or Nature’s Fury, was delivered by Dr. A.K. Singh, Director General (Life Sciences), Defense Research & Development Organization, New Delhi. He is also the Alumni of Biophysics Department, Panjab University, Chandigarh. Dr. Singh gave a very captivating talk that took us down the line from where we started to the present scenario. The Ecstasy, pain & burden that COVID -19 has bought in the country was also discussed. The students & researchers actively participated in the discussion that followed.

 The Chairperson thanked the Speaker, all dignitaries & students for making the event a success.

पंचकूला, 27 नवंबर- नगर निगम पंचकूला के आयुक्त श्री आर. के. सिंह ने प्रापर्टी टैक्स के संबंध में अधिकारियों की आयोजित बैठक की अध्यक्षता करते हुए संबंधित अधिकारियों को निर्देश दिये कि वे प्राथमिकता के आधार पर प्रापर्टी टैक्स को जमा करवाना सुनिश्चित करें।

इससे पूर्व उन्होंने स्वच्छ भारत मिशन-2021 के संबंध में आयोजित बैठक की अध्यक्षता करते हुए स्वच्छता अभियान को युद्ध स्तर पर लागू करने और इसे जन आंदोलन बनाने की दिशा में भी संबंधित अधिकारियों को कहा। उन्होंने कहा कि आम लोगों की भागीदारी के बिना स्वच्छता अभियान सफल नहीं हो सकता। इसलिये हम सभी को सर्वेंक्षण में उच्च स्थान प्राप्त करने की दिशा में सामूहिक प्रयास करने होंगे। उन्होंने कहा कि स्वच्छता अभियान में सफाई मित्र विशेषतौर पर अपना महत्वपूर्ण योगदान देें सकते है। निगम की ओर से साफ सफाई के लिये 686 सफाई मित्र लगाये हुए है। उन्होंने घर-घर से कूड़ा इक्ट्ठा करने तथा गीले कूड़े से बायो गैस व खाद बनाने की दिशा में संबंधित अधिकारी से विस्तार से बातचीत की। इसके साथ साथ सेनिटैशन पार्कों की लोकेशन के बारे में भी महत्वपूर्ण बिंदुओं पर संबंधित अधिकारियों से विस्तार से चर्चा की। उन्होंने संबंधित अधिकारियों को निर्देश देते हुए कहा कि वे सुनिश्चित करें कि सफाई मित्र अपने कार्य करने के दौरान मास्क, गल्बस का प्रयोग करें। उन्होंने शुल्भ शौचालय, मोबाईल शौचालय व अन्य शौचालयों के बारे में विस्तार से समीक्षा की।

Constitution Day Lecture at PU

Professor KK Kailash of Hyderabad Central University made a presentation on ‘Generations of Constitutional Studies in India’ in the Department of Political Science, Panjab University to  commemorate  the constitution day.

The lecture was presided by Professor V. R. Sinha, Dean Research, Panjab University. Professor Sinha in his inaugural remarks drew the attention of the faculty members, research scholars and the students that as citizens we are committed to the supreme law of the land in the form of the constitution which is both a sacred and a living document.

Welcoming the speaker Professor Ashutosh Kumar pointed out that the Constitution of India performs the following task: setting up the institutional-legal design of democracy; structuring the norms and values that govern the democratic politics; mapping out the rules of the game by introducing checks and balances; establishing both elected and non-elected institutions and finally giving us a vision of what it means to be an Indian citizen. Recalling the dominant concerns of the constituent assembly members who faced huge challenges, he referred how while framing the constitution they were committed to establish and strengthen democratic institutions, ensuring national unity, integrity and security and to bring about social and economic changes for the betterment of marginal people and groups.

Professor KK Kailash in his Constitution Day lecture, presented an overview of the academic literature in the form of commentaries and treatises by the legal luminaries, law and social sciences academics that has come up in the last seven decades of our independence. He classified them into four generations chronologically and showed how they have been thematically distinct from each other in terms of their research focus. The first generation of literature on the constitution reading was legalistic, descriptive and morphological in nature burdened by constitutional history of India. There was an attempt in these works to read the Indian constitution in terms of colonial legal and constitutional reforms, evolution of norms, conventions and procedures after its commencement. 

He further added that these texts also entailed the comparison of the Indian Constitution with the liberal constitutions of older democracies. Second generation of the studies focused on the social, cultural and political milieu that shaped the minds of the constitution makers. It also focused on the ideological strands that influenced the making of the constitution. Also was an attempt to relate the foundational principles enshrined in the constitution to the cherished principles that guided the nationalist movement in India. The third generation of the studies focused on the ensuing debates about some of the constitutional provisions related to secularism, affirmative action, rights, citizenship, welfare, role of the state, among others from a political sociological perspective. Fourth and the current generation of studies are being undertaken by former graduates of national law schools of India who due to their advantage of being trained both in constitutional law and also social sciences have been undertaking legal-theoretical studies of the Constitution of India which are political also in the nature. Their focus has been mainly on the public institutions and offices of Indiasetup under the Constitutional provisions, the doctrines like basic structure and also a deeper analysis of the constituent assembly debates.

INVEST WITH CAUTION Discussed at A Webinar by UIAMS

University Institute of Applied Management Sciences, Panjab University organized a webinar on “Commodity Derivative and Investor Education”. Mr. Sanjay Ghakar, Vice President, Multi-Commodity Exchange of India Ltd., New Delhi and Mr. Yogesh Chander, Manager, Securities and Exchange Board of India were the key speakers and was attended by over 200 participants.

Mr. Sanjay Ghakar talked about commodity market intertwined with how commodities are different from other investment avenues. When commodity prices are talked about, Forex Rates, Geo political situations, consumption patterns are some of parameters that are required to be factored in. In addition, he also deliberated on what is commodity price risk and how to alleviate it by using Spot market, Forward market, clearing corporation and hedging intertwined with a lot of  tips on portfolio diversification (how involving commodities can reduce risk). He ended up saying that financial markets require way more penetration as of  now, they are less than even 5% and India being one of largest producer and consumer of commodities because of sheer size of its population wants more innovative financial instruments so as to hedge the price risk in Commodities market. For this, SEBI has already started trading in options also which is a welcome step.

Mr. Yogesh Chander from SEBI divulged a lot information  and started off  with the key players in Securities market like Major Exchanges, Clearing Corporations and Depositories and how Securities market has evolved in all these years. He also explained the exemplary role of SEBI as a regulator of Securities market established itself and  is protecting interest of investors and developing securities market for smooth functioning in tandem he also made students aware of multitude of   products available in securities market like equity, debt. He also emphasized on how mutual funds are instrumental in diversification, benefits of SIP, various schemes like ELSS (Equity linked Saving Schemes) for tax exemption and power of compounding (which Einstein called as 8th wonder of World). He also cautioned students about various Ponzi Schemes through an example and CIS (Collective Investment Scheme) regulation in SEBI Act to deal with them. At the end, he walked participants through the various awareness programs SEBI is orchestrating in various parts of India through these webinars and also grievances redress platform SCORES.

The participants were given a whole new concept which helped them put in perspective a lot of information regarding commodity markets and why they are of paramount importance in the current scenario. The seminar intrigued the students and they ended up asking a lot of questions which were successfully  taken up by the eminent guests and concomitantly were answered too which made this event an eye-opener for the students.
